On April 9, 2026, Paris-based exchange Lise (Lightning Stock Exchange) closed what it calls the world's first initial public offering executed on a fully regulated, natively tokenized market infrastructure. The debut issuer is ST GROUP, a French industrial SME supplying composite materials to the defense and aerospace sectors. Lise says the event opens a new chapter for capital formation in Europe.
Single-layer Infrastructure for Instant Settlement
Unlike traditional IPOs, Lise merged the roles of a Multilateral Trading Facility and a Central Securities Depository into a single layer. Issuance, order matching, and settlement all occur in real time on the same system — no T+2 lag. Settlement runs via deposit tokens, regulated digital cash issued by a licensed bank and held in safeguarded accounts. The architecture also enables 24/7 trading on a regulated exchange for the first time.
Why ST GROUP Chose a Tokenized Venue
Lise noted that a company of ST GROUP's industrial profile picking a tokenized exchange over legacy platforms demonstrates that modern market infrastructure can serve strategic issuers historically overlooked by traditional markets. With the IPO closed, Lise plans to accelerate the expansion of its tokenized architecture to a broader range of financial instruments.
Mark Kepeneghian, CEO of Lise, commented: "We are fundamentally transforming how capital is formed and traded. This is a foundational step in building a more efficient, agile, and inclusive market infrastructure."
Regulatory Backing and Institutional Support
The listing came about five months after France's ACPR granted Lise a DLT Trading and Settlement System license under the EU's Distributed Ledger Technology Pilot Regime. The authorization involved the Banque de France, ESMA, AMF, and the ECB. Lise is one of only six entities licensed under the regime and the only one operating as a full stock exchange. It operates as a subsidiary of Kriptown with backing from BNP Paribas, CACEIS, and Bpifrance.
While Nasdaq filed a SEC rule change for tokenized securities trading in September 2025 and NYSE announced its blockchain trading platform in January 2026, both remain under regulatory review. Lise's completed IPO draws a sharp line between where the rest of the industry still stands and what the Paris-based exchange has already executed.
