Ukrainian President Volodymyr Zelensky sent an open letter to Russian President Vladimir Putin, proposing a direct meeting between the two leaders. He stated the goal was to “end the conflict through just and decent means, and to build effective security guarantees.” Zelensky emphasized Ukraine has no intention of prolonging the war and is proactively offering a ceasefire negotiation plan.
Regarding the negotiation process, Ukraine suggests that the two countries first engage in direct consultations, after which the US, Europe, and other relevant parties would join the talks to support the establishment of a security framework. Zelensky said Ukraine has completed preparations for negotiations, is ready to implement a comprehensive ceasefire during the talks, and will adhere to the “all for all” principle for prisoner exchanges with Russia.
Kremlin spokesperson Dmitry Peskov responded that Putin has not yet read Zelensky’s open letter.
