Russell inclusion puts PURR in more institutional portfolios as funds use it for HYPE exposure

Hyperliquid Strategies, traded on Nasdaq under the ticker PURR, was added to the Russell 3000 and Russell 2000 on June 30 after previously entering the S&P Global BMI Index. Following those index milestones and the launch of HYPE-related ETFs, newly disclosed 13F filings show a wider group of institutions either initiating or increasing positions in PURR, which Odaily frames as an indirect route to HYPE token and Hyperliquid ecosystem exposure. The filings highlight several notable holders. Duquesne, Stanley Druckenmiller’s family office, disclosed a $23 million stake. Renaissance Technologies reported roughly 2.4 million shares worth about $18.7 million. Slate Path Capital held around 2.7 million shares valued at about $21.4 million, while Discovery Capital Management disclosed roughly $10.3 million. Balyasny Asset Management held about $3 million, and Brazil-based Wealth High Governance Capital reported PURR accounting for about 1.82% of its portfolio, valued near $17.1 million. Odaily also points to passive buying after PURR’s index inclusion. Vanguard added about 843,000 shares in the second quarter, and Nuveen added about 1.07 million shares. MarketBeat data cited in the article put total institutional buying of PURR in Q2 2026 at about $142 million. The piece argues that interest in PURR has broadened from early crypto arbitrage firms to quant funds, hedge funds, and traditional Wall Street institutions.

Rondonia task force in Brazil targets alleged fraud and crypto laundering ring

Authorities in Brazil’s state of Rondonia have carried out arrests and searches in a case tied to alleged electronic fraud and money laundering, according to Livecoins. The operation was led by the Integrated Task Force to Combat Organized Crime in Rondonia, known as FICCO/RO. Investigators say the group under scrutiny used cryptocurrency exchanges to conceal illicit funds transferred out of victim accounts. The report says one case investigated in 2025 resulted in losses of about $5.74 million. A court has issued eight preventive arrest warrants and 18 search warrants as part of the action. It also authorized the freezing of related assets, including accounts held at crypto exchanges and banks. The measures go beyond account restrictions. In addition to securities accounts, authorities were also authorized to seize vehicles and boats belonging to the individuals under investigation. The case adds to the list of enforcement actions in which crypto platforms are cited as part of alleged laundering flows rather than as direct defendants.

Reuters: U.S. draft letter tells 35 countries to choose between Pax Silica and China-backed AI framework

A U.S. State Department draft letter reviewed by Reuters shows Washington is preparing to press 35 signatories to the AI Opportunity Statement to choose sides in the emerging split between U.S.-backed and China-backed AI cooperation frameworks. The draft warns that countries joining a competing framework led by Beijing could be excluded from the U.S. system, framing membership in Pax Silica as a commitment rather than a symbolic endorsement. The letter says, in effect, that countries cannot participate in every initiative and still be treated as reliable partners in a single technology ecosystem. Reuters reported that the draft has not yet been sent, carries no date, and may still be revised. The State Department declined to comment on what it called leaked internal material, while the Chinese and Kazakh embassies in Washington did not immediately respond. The framework at issue on the Chinese side is the World Artificial Intelligence Cooperation Organization, or WAICO, launched in Shanghai on July 16 with 29 founding members. On the U.S. side, Pax Silica was launched in December 2025 by Under Secretary of State for Economic Growth, Energy, and the Environment Jacob Helberg and now has 24 signatories. Reuters said the only country appearing on both lists is Kazakhstan, a country Washington had recently highlighted for its critical mineral reserves.

Foresight’s weekly Web3 roundup tracks Bitcoin infighting, security breaches, Ethereum roadmap shifts and new corporate bets

Foresight News’ latest weekly Web3 roundup pulls together a dense mix of stories that shaped industry conversation over the past several days. At the center were the death of Quantum Fintech Group founder Harry Yeh in Paraguay, a fresh count showing that more than 300 Web3 projects have gone quiet over roughly 588 days, and renewed attention on Li Lin’s return through Avenir Group-backed UMX. Bitcoin also saw an old fault line reopen after BIP-110 triggered a chain split and cost Luke Dashjr his BIP editor role. The security section was just as busy. A DeFi whale lost roughly $25 million to $26 million in minutes, Trezor disclosed a ShipMonk-related data breach affecting close to 14,000 customers, Harmony was hit by an exploit that expanded ONE supply, and ZachXBT detailed a social-engineering scam tied to at least $5 million in losses. Foresight also reviewed Bybit’s effort to recover funds from the 2025 theft attributed to Lazarus Group, with recovered and frozen assets totaling about $78.9 million so far. On the project side, Vitalik Buterin’s updated Ethereum Strawmap elevated privacy and post-quantum security, Justin Drake said Ethereum would drop Poseidon at L1, Bitwise continued launching products while shutting eight ETFs and cutting staff, and Trump Media & Technology Group showed how far it has moved beyond a pure social-media business.

Trezor says 13,689 customers were exposed in ShipMonk breach as shipping label practices draw new scrutiny

Trezor disclosed on Aug. 13 that its logistics partner ShipMonk suffered unauthorized access to a system holding customer information, affecting 13,689 people. The exposed data fell into two groups: 11,742 customers had their full names, email addresses, phone numbers and full shipping addresses exposed, while 1,947 had their names, city and email addresses exposed. Trezor said its own systems, products and services were not compromised, and that hardware wallets, private keys and wallet backups were not part of the incident. The disclosure came two days after a user posted that the outer label on a domestically shipped Trezor Safe 3 package explicitly read "Trezor Safe 3 Bitcoin Only" instead of a generic product description. There is no confirmed direct link between the shipping-label complaint and the ShipMonk breach, but together they highlight the same problem: a hardware wallet may protect private keys, while purchase, fulfillment and delivery processes can still connect the device to a real-world identity. The episode has also fed a broader debate over hardware-wallet risk. Recent incidents involving Trezor, Coldcard and Ledger did not stem from the same failure point. Some relate to device or firmware security, while others involve third-party commerce, logistics or packaging exposure. For affected users, the most immediate concern is targeted phishing and social-engineering attempts that use real names, addresses, order details and device information to appear credible.

RWA Weekly: Hong Kong’s regulated HKD stablecoin moves into rollout as the EU prepares MiCA access changes

Real-world asset activity and stablecoin policy both moved this week. As of Aug. 14, 2026, on-chain RWA market capitalization reached $38.29 billion, while the number of holders climbed to 1.7935 million, according to RWA.xyz data cited by PANews. In stablecoins, total market value slipped slightly to $297.91 billion, but transfer volume and monthly active addresses both fell, pointing to a quieter on-chain period even as holder counts kept growing. On the policy side, the People’s Bank of China said in its 15th Five-Year reform and development plan that it will steadily develop the digital yuan. In Europe, officials decided to revise the Markets in Crypto-Assets framework, or MiCA, with a focus on the market access rules that have left non-EU stablecoin issuers such as Tether outside the bloc. The U.K. advanced the second phase of its digital pound lab and also began work on a regulatory framework for tokenized gold. At the project level, Anchorpoint, the Hong Kong licensed stablecoin issuer backed by Standard Chartered, HKT and Animoca Brands, launched the first phase of issuance and institutional use for HKDAP. HashKey Exchange and OSL joined as recognized distributors. Elsewhere, NYSE, Itaú Unibanco, Coinbase, LG CNS, Miden, Dow Protocol and Rain each disclosed new tokenization, stablecoin or funding developments during the week.

White House report puts Taiwan in first-tier group in alleged China transshipment network

The White House Office of Trade and Manufacturing Policy on Aug. 13 released a 25-page report titled The Great Transshipment Scam, alleging that China uses more than 40 countries to reroute goods and avoid U.S. tariffs. The report estimated the annual scale of the practice at between $40 billion and $303 billion, but it also said those figures come from five separate methodologies and should neither be added together nor directly compared. Taiwan was placed in Tier 1, alongside Japan, South Korea, Canada, the European Union, India, Israel, and Mexico. The report described that group as large, diversified export platforms where transshipment risk is embedded within substantial volumes of legitimate trade. It also outlined economic impact estimates based on a $75 billion midpoint scenario, including a $113 billion to $150 billion annual GDP hit, displacement of 450,000 jobs, and $19 billion to $26 billion in lost federal tax revenue. The document also referenced a proposed AI-based enforcement system called Detective Border and said it is still too early to judge the net effect of the administration’s tariff and anti-transshipment measures.

Fidelity seeks staking for FETH as Anthropic investors float a possible $2 trillion-plus IPO valuation

A dense 24-hour news cycle brought fresh filings, earnings, market calls and regulatory signals across crypto and adjacent tech markets. Fidelity filed an amended registration statement with the U.S. Securities and Exchange Commission on Aug. 11 to add ETH staking to its spot Ethereum ETF, the Fidelity Ethereum Fund (FETH). Under normal conditions, the fund said it could stake as much as 100% of the ETH it holds, with no minimum staking threshold, and its investment objective would change to include staking rewards if approved. Elsewhere, some existing Anthropic investors said the AI company could be valued at more than $2 trillion if it goes public as early as October, with one investor putting the upside case at $3 trillion based on a roughly 30x revenue multiple. The estimates remain investor forecasts, and several investors said Anthropic management has not set an IPO valuation target. The session also featured quarterly updates from Bullish, BitGo and Securitize, new SEC steps around tokenized fund operations and tokenized equities, ETF flow data for Bitcoin and Ethereum products, and a series of policy, infrastructure and security developments spanning Europe, the U.K., Brazil and the U.S.
