Ghana Legalizes Bitcoin and Crypto Trading: New Law Establishes Central Bank Oversight
Ghana's parliament passed the Virtual Asset Service Providers Bill, 2025, legalizing bitcoin and crypto trading and ending years of regulatory uncertainty. The law creates a formal licensing and supervision framework, granting the Bank of Ghana authority over the sector with a focus on consumer protection, financial stability, and risk management. Nearly 3 million Ghanaians (17% of adults) have engaged in crypto transactions, with volumes reaching roughly $3 billion in the year through June 2024. The central bank will roll out licensing rules in phases during 2026, and existing service providers must register and comply. The legislation draws lessons from the 2022 crypto market downturn, positioning Ghana among a growing list of African countries moving toward formal crypto regulation.
