The Swiss Football Association said on Tuesday that Granit Xhaka and Breel Embolo will be available for Switzerland again after its investigation into forged COVID-19 vaccination certificates acquired by the pair.
Association decision
The Swiss Football Association said both Xhaka and Embolo were given suspended fines of 150,000 Swiss francs, with a two-year probationary period.
The SFV said: "The SFV has examined the two cases comprehensively and has come to the conclusion that the return of the players after the conclusion of the legal proceedings and taking into account the sporting consequences (four missed international matches in September and October) is justifiable."
National team director Pierluigi Tami said: "We considered this from various perspectives. The specific circumstances of both cases, the concluded legal proceedings, and the sporting consequences already implemented all factored into the decision."
Tami also said: "We are convinced that a return to the national team in November is responsible and the right thing to do."
Xhaka and Embolo cases
Xhaka admitted to acquiring a fake certificate in order to be able to travel and compete in 2022.
In his statement, Xhaka said he felt a "deep mistrust of the vaccine" and "obtained a vaccination certificate instead of addressing my unresolved questions through the proper channels".
Xhaka said: "I now clearly see that this was the wrong course of action."
He also said: "It was a mistake. I am sorry. I accept responsibility for this decision, am facing the process of addressing the facts, and am cooperating fully with the relevant authorities."
Embolo was also dropped from the Switzerland squad in September for the same reason.
Missed matches and captaincy
Under an agreement between Xhaka and the Swiss Football Association, he sat out Switzerland's October Nations League fixtures against Scotland, Slovenia and North Macedonia.
The Swiss Football Association said Xhaka has not been stripped of the captaincy.
The Swiss Football Association said the final decision over the captaincy remains with the team's coach, Murat Yakin.
November schedule
Switzerland are top of Group E with 12 points.
Switzerland's final two Nations League fixtures are against Slovenia and Scotland in November.
BBC Sport said manager Murat Yakin will announce his squad on 5 November.
BBC Sport said Switzerland's final two Nations League fixtures against Slovenia and Scotland are on 13 and 16 November.
