Binance has told users in France, Italy, Poland, and Spain that it will suspend new registrations and restrict certain services around July 1, 2026 after failing to obtain a MiCA license in time. The issue goes beyond compliance headlines. For users still holding funds on the exchange in Europe, it affects account access, service continuity, and where trading activity may need to move next.

Binance said customer assets remain safe and accessible at all times, and added that its plans for the EU market have not changed. The company expects to secure a license within months. Still, accessible does not mean every product or function stays intact. According to the source material, Binance has withdrawn its MiCA application in Greece and plans to seek approval through another EU member state; until that happens, it cannot legally provide crypto-asset services to European clients under the new framework.

MiCA turns July 1 into a hard regulatory cutoff

MiCA, the Markets in Crypto-Assets Regulation, is the EU’s unified licensing system for crypto service providers. The article says that from July 1, 2026, any firm without authorization from at least one EU member state must wind down its European operations. ESMA has confirmed there is no grace period, no temporary pending status, and no extension.

The same report estimates that only about 17% to 20% of existing crypto firms in Europe have secured full MiCA CASP authorization. Roughly 60% of active European crypto users are still using non-licensed platforms. That puts Binance’s situation in a wider industry context rather than treating it as a single-company event.

Licensed exchanges moved within 48 hours

Within 48 hours of Binance’s announcement, two licensed rivals launched campaigns aimed at attracting users looking for alternatives. Coinbase, which obtained MiCA approval through Luxembourg’s CSSF in 2025, is offering a 5% transfer bonus for users in Germany, France, Italy, Belgium, Poland, Sweden, and the UK who move funds before July 13.

CEO Brian Armstrong promoted the campaign on X and highlighted Coinbase’s MiCA-regulated status along with its global liquidity across spot and derivatives markets. OKX, which received its license from Malta’s MFSA in January 2025, introduced a welcome program for eligible EEA users that includes deposit matching of up to 8%, plus additional incentives for new customers.

OKX Europe General Manager Erald Ghoos said the exchange recorded a peak in new customer registrations ahead of the transition deadline, an indication that user migration is already in progress.

What users in Europe need to verify now

The source notes that ESMA’s public register lists confirmed CASP authorizations. Platforms named in that register include Coinbase in Luxembourg, OKX in Malta, Kraken in Ireland, Bitstamp in Luxembourg, and Bitpanda. If an exchange does not appear on that list, its service availability in the EU may change after July 1.

Two dates stand out in the current timeline: July 1, 2026, when enforcement begins for unlicensed firms serving Europe, and July 13, 2026, when Coinbase’s transfer-bonus window closes. Binance’s next license application, including the country and timing, has not yet been confirmed in the source material.
