At its core, the fight is about whether Bitcoin should remain a neutral, permissionless data protocol or move toward becoming a more curated financial ledger where certain kinds of on-chain activity are explicitly discouraged or excluded.
Supporters of BIP-110 argue that the proposal would help reclaim block space from what they describe as non-monetary “junk data,” especially Ordinals inscriptions. In their view, a temporary soft fork that limits such usage would preserve block capacity for financial transactions and reduce costs for everyday users. Critics, however, see the proposal as a dangerous precedent that could weaken Bitcoin’s credible neutrality and open the door to content-based gatekeeping at the protocol level.
A Philosophical Conflict Over Bitcoin’s Identity
BIP-110 was reportedly introduced in late 2025 by pseudonymous developer Dathon Ohm and has drawn support from figures including Luke Dashjr. The proposal is often discussed alongside BIP-444, a broader framework aimed at restricting or purging non-financial data from the blockchain. To advocates, this is a practical cleanup effort meant to defend Bitcoin’s core monetary use case.
Opponents argue the issue is much larger than congestion. They contend that Bitcoin’s consensus layer does not distinguish between “good” and “bad” data in any philosophical sense; it validates transactions according to rules, not cultural preferences. Once developers, node operators, or influential governance participants begin classifying some use cases as legitimate and others as disposable, critics say the network moves away from mathematical neutrality and toward subjective moderation.
That concern is especially acute because Ordinals may be controversial today, but the precedent could extend much further. If JPEG-like inscriptions are filtered now, critics ask, what prevents future campaigns against other transaction types or applications? Samuel Patt, co-founder of OP_NET, argues that efforts to suppress demand for block space could ultimately work against Bitcoin’s long-term security model. The current block subsidy stands at 3.125 BTC, and it is scheduled to halve again in 2028. Over time, as the subsidy continues to decline, miners will depend increasingly on transaction fees rather than newly issued coins.
From this perspective, a healthy and competitive fee market is not a side effect of Bitcoin’s design but a central feature of how the system remains secure as issuance trends toward zero. Patt’s criticism is that reducing demand for block space in the name of protecting Bitcoin may amount to starving miners of future revenue. That is why some opponents describe the proposal as economically self-defeating, even if its supporters believe they are defending the protocol’s monetary purpose.
Critics also point to the track record of newer on-chain activity. According to the source material, Ordinals and Runes have generated more than $500 million in miner fees. For opponents of restrictive filtering, that figure underscores a simple reality: these use cases, whatever one thinks of them culturally, have contributed meaningful economic value to Bitcoin’s security budget.
Rather than excluding categories of demand at the protocol level, opponents argue that useful applications should compete openly for block space. They point to decentralized finance and stablecoin infrastructure as examples of activity that could strengthen Bitcoin’s fee market if allowed to develop through market competition. In this camp’s view, scaling pressures should be solved through engineering improvements and layered architecture, including Layer 2 systems, rather than by policing content on the base layer.
Does Content Filtering Reduce Risk—or Create It?
One of the sharpest criticisms comes from Nima Beni, founder of Bitlease, who argues that content-triggered filtering does not shrink Bitcoin’s attack surface but instead creates a new one. His concern is that once the network establishes that certain kinds of data can trigger a mandatory protocol response, soft fork, or coordination event, it effectively provides adversaries with a roadmap for disruption.
The asymmetry, as he describes it, is severe. Posting problematic content could be inexpensive, but if that content compels nodes, miners, and the wider ecosystem to respond through reorganization, filtering, or split-risk coordination, the resulting burden becomes much larger. In that sense, critics say content-based validation can become an attack manual rather than a defense mechanism.
Beni’s broader point is that censorship resistance is not merely an ideological slogan layered on top of Bitcoin. It is part of the security model that makes algorithmic consensus reliable and broadly trusted. If transaction validity starts depending on subjective interpretation of content, then the simplicity and predictability of the rules may erode. For opponents of BIP-110-style filtering, this is not a peripheral governance concern; it is a direct threat to network stability.
BIP-444 and the Governance Backlash
Additional controversy surrounds reported language in the draft of BIP-444 stating that rejecting the fork “may subject you to legal or moral consequences.” That wording has raised eyebrows across the Bitcoin community because it introduces a coercive tone rarely associated with Bitcoin governance debates. In a system where protocol changes traditionally compete on technical merit, implementation readiness, and voluntary adoption, critics view such language as highly unusual.
Iva Wisher, CEO of MIDL, said that threatening legal consequences for refusing to adopt a fork reflects a misunderstanding of how Bitcoin governance works. In her framing, protocol changes should be accepted because they are technically sound and socially legitimate—not because stakeholders feel pressured by legal or moral warnings.
Beni made a similar point, describing the clause as a form of coercive governance. He argued that Bitcoin’s value rests on credible neutrality, and that proposals needing liability language reveal a weakness rather than a strength. In other words, if a proposal cannot win support through ordinary technical and social channels, legalistic pressure does not make it more persuasive; it simply intensifies skepticism.

Although the public framing often centers on inscriptions, JPEGs, or perceived blockchain clutter, the real significance of the BIP-110 and BIP-444 debate lies elsewhere. It asks whether Bitcoin should preserve a content-agnostic base layer where all valid transactions are treated equally, or whether the community should accept a more interventionist model that prioritizes some uses over others.
That question touches nearly every pillar of Bitcoin’s long-term future: the network’s fee market, miner incentives, censorship resistance, governance norms, and role as a permissionless global system. Supporters of filtering see a way to defend Bitcoin’s monetary mission and protect ordinary users from congestion.
