Hines revealed details of the proposed Strategic Bitcoin Reserve (SBR), which will be built through a budget-neutral accumulation strategy—meaning the government will not increase the federal deficit to buy Bitcoin. Instead, it will repurpose existing budget lines or sell non-core assets. The administration frames Bitcoin as "digital gold," a strategic reserve asset similar to the nation’s gold holdings.
