China and the United States reached an eight-point consensus after the two heads of state held in-depth exchanges on building a constructive and strategically stable bilateral relationship and on major international and regional issues, according to Xinhua in a Sept. 26 report cited by BlockBeats.
Details of the eight-point consensus
First, the two sides agreed to build what was described as a 「constructive and strategically stable China-U.S. relationship based on respect, fairness, and equality」.
Second, both sides agreed to support each other in hosting the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting and the Group of 20 (G20) Leaders’ Summit. The two heads of state indicated their willingness to attend the meetings hosted by the other side.
Third, the two heads of state agreed that Iran should honor its commitment not to develop nuclear weapons, and that no country or institution should levy transit fees on international waterways.
Fourth, the two leaders recalled that China and the United States were allies in World War II and fought side by side to win the war.
Fifth, they recognized the positive role of the China-U.S. economic and trade consultation mechanism and the outcomes achieved by the two trade teams. Those outcomes included establishing and advancing mechanisms such as a trade council, reaching a reciprocal tariff reduction arrangement worth $30 billion, extending the outcomes of the Kuala Lumpur economic and trade consultations, and instructing relevant sides to implement them.
Sixth, counternarcotics cooperation between the two countries’ law enforcement authorities produced visible results. Recently, the two sides worked closely together and jointly cracked multiple cases involving new psychoactive substances and precursor chemicals, leading to the arrest of dozens of related criminal suspects in both countries.
Seventh, the two sides agreed to establish a China-U.S. artificial intelligence dialogue to exchange views on AI-related risks and benefits. The next dialogue is scheduled for November this year. They also agreed to create a communication channel for AI incidents.
Eighth, the U.S. side welcomed the arrival in the United States of a pair of giant pandas loaned by China to Zoo Atlanta.
Additional agreements
In addition, the militaries of China and the United States agreed to sign a memorandum of understanding on strengthened crisis communication and prevention as soon as possible, and to continue cooperating in the search for the remains of missing U.S. military personnel in China.
