F2Pool, one of the world’s largest Bitcoin mining pools, has acknowledged that it was filtering transactions associated with addresses flagged by the U.S. Treasury’s Office of Foreign Assets Control, or OFAC. The admission came after Bitcoin developer 0xB10C published an analysis examining whether a series of sanctioned transactions had been intentionally excluded. Following a wave of criticism from the Bitcoin community, F2Pool co-founder Chun Wang said the pool would disable the filtering patch for now, pending broader community consensus.
Developer analysis put the spotlight on F2Pool
The controversy began when 0xB10C investigated a set of transactions originating from OFAC-flagged Bitcoin addresses. According to the analysis, six transactions were reviewed in total. Of those, four missing transactions appeared likely to have been filtered by F2Pool, while the remaining two may have been excluded for unrelated reasons. Based on those observations, the developer concluded that F2Pool was, at that time, actively filtering certain transactions.
The findings were significant because they touched a core principle of the Bitcoin network: censorship resistance. In Bitcoin, miners and mining pools decide which transactions to include in blocks. While temporary exclusion can happen for many technical or economic reasons, intentional filtering tied to government sanctions raises a different set of questions about neutrality, policy compliance, and the role of mining infrastructure in a decentralized system.
F2Pool confirmed the practice
After the report circulated, Chun Wang publicly acknowledged that F2Pool had indeed been applying a compliance filter to transactions linked to OFAC-sanctioned addresses. That confirmation turned a technical suspicion into a broader governance debate. Rather than disputing the findings, Wang defended the rationale behind the filtering in a now-deleted post on X.
In that response, Wang argued that he had every right to refuse to confirm transactions associated with what he described as criminals, dictators, and terrorists. He framed the issue not simply as regulatory compliance, but also as a matter of personal and operational choice. The remarks quickly became a flashpoint, as many Bitcoin users saw them as incompatible with the norms of a permissionless network.
The censorship-resistance debate intensified
Wang also argued that a truly censorship-resistant system should be built to withstand censorship through protocol design, rather than relying on each participant to voluntarily abstain from censoring. In other words, his view suggested that if Bitcoin can be censored by individual operators, then the network should evolve in a way that makes such censorship ineffective or economically irrational.
That argument resonated with some long-standing technical discussions in Bitcoin, but it did little to calm the immediate criticism. Community members pushed back by pointing out that the hashrate directed to a mining pool does not belong solely to the pool operator. In their view, a pool administrator imposing a transaction policy effectively extends personal judgments across the computing power of many independent miners who may not share the same stance.
This distinction matters because mining pools aggregate hashpower from many participants. Even if the pool operator controls block template construction, the economic weight behind that template often comes from outside contributors. Critics argued that such a structure makes unilateral censorship especially contentious.
Backlash led to a reversal
As criticism mounted, F2Pool softened its position. In a later post, which was also reportedly deleted, Wang said the pool would disable the transaction filtering patch for now. He added that the measure would remain off until the Bitcoin community reached a more comprehensive consensus on the issue.
That reversal did not erase the controversy, but it did mark a shift from direct defense of the filtering practice to a more cautious posture. By tying future action to community consensus, F2Pool signaled that the matter extends beyond one mining pool’s internal compliance policy and into a wider debate about what kinds of behavior the Bitcoin ecosystem is willing to tolerate from major infrastructure providers.
Why the episode matters
The incident is important not because it altered Bitcoin’s protocol rules, but because it highlighted how much influence large mining pools can wield at the block production level. Bitcoin remains decentralized in design, but operational concentration in mining can create pressure points. If a major pool chooses to exclude certain transactions, even temporarily, it raises practical concerns about access to block space and the network’s resilience against external policy influence.
At the same time, the case illustrates the tension between regulatory compliance and network neutrality. For some participants, refusing transactions tied to sanctioned entities may appear defensible from a legal or ethical standpoint. For others, once a mining pool begins selecting transactions based on government blacklists, it undermines a foundational promise of Bitcoin as an open and neutral settlement layer.
The F2Pool episode also underscores a recurring theme in crypto infrastructure: decentralization is not only about code, but also about incentives, governance norms, and market structure. A protocol may be open, yet the entities operating key services can still shape user experience in ways that trigger intense political and philosophical disputes.
No final consensus yet
For now, F2Pool says it has stepped back from filtering OFAC-linked transactions. But the underlying question remains unresolved. Should mining pools act as neutral processors of all valid transactions, or do they have broad discretion to impose legal, ethical, or reputational standards on what enters a block?
The answer is likely to remain contested. What this episode clearly shows is that the Bitcoin community is still highly sensitive to any sign of censorship at the mining layer. Even when defended in the language of compliance or moral judgment, transaction filtering by a major pool can quickly become a flashpoint for debates over sovereignty, decentralization, and the practical meaning of censorship resistance in Bitcoin.
