Macro and policy: Fed expectations shift, CLARITY outlook splits
Rate-hike expectations drop sharply
Traders now see the Federal Reserve’s decision this month as close to a coin toss. CME data showed the market pricing the probability of a 25-basis-point hike at about 50%, down from 70% the previous day.
The repricing followed comments from Fed officials who pushed back on the idea that a hike was all but certain. Governor Christopher Waller said he would support holding rates steady if August data showed inflation continuing to improve. A day earlier, New York Fed President John Williams said the case for raising rates was not strong enough at this point.
Galaxy research head says CLARITY odds before the midterms are very low
Galaxy’s head of research said in a post on X that House Republican leadership had canceled voting schedules for the weeks of Sept. 21 and Sept. 28. The House is set to return on Sept. 14 for a four-day session, then leave Washington and not reconvene until after the midterm elections. Under that calendar, the odds of the CLARITY Act passing before the midterms are viewed as very low.
G20 backs clearer digital-asset rules and tighter AML enforcement
Finance ministers and central bank governors from the Group of 20 met in Asheville, United States, from Aug. 31 to Sept. 1 and backed a clearer regulatory path for digital assets. The group also put digital assets on the agenda for the U.S. presidency in 2026.
The G20 said digital financial innovation can support broader economic growth and that the private sector has an important part in driving that innovation. It also identified global stablecoins, cross-border payments, and extended operating hours for large-value payment systems as priority topics, while backing the ISO 20022 data standard.
The group asked the Financial Action Task Force to prioritize jurisdictions with large volumes of virtual-asset activity and step up enforcement of anti-money-laundering standards. As of July, among 149 jurisdictions assessed by FATF, only one was fully compliant, 34% were largely compliant, 43% were partially compliant, and 22% were non-compliant, according to Bitcoin.com News.
SEC Chair Paul Atkins still expects movement on CLARITY in September
SEC Chair Paul Atkins said in an interview with Fox Business that he expects the CLARITY Act to be voted on in the Senate on Sept. 15 and to pass before being sent to the president for signature.
Atkins also said the SEC is continuing to work on rules suited to the era of blockchain and crypto assets. Even though the CLARITY vote had previously been delayed, the SEC and the Commodity Futures Trading Commission will keep moving on crypto policymaking, according to Bitcoin Magazine.

Silicon’s Web3 wallet will also be discontinued.

Arthur Hayes names ETH, ENA, and ETHFI as short-term bets

Through the end of 2026, the more speculative short-term bets are ETH (target price $10,000), ENA (target price $0.5), and ETHFI (target price $2). Where did my ZEC go? God knows, I guess AI stole it from the Orchard pool."

In his view, the consolidation lasted only about 13 days, not long enough to break the key resistance zone around $83,000 to $84,000. He added that a quick wick higher after BTC moved above $82,000 was a useful short-term trading signal.
Ansem says HOOD could make a new high in Q4 and then rise another 50%
Trader Ansem wrote on X: "TradFi companies are always late when they plug into new crypto businesses because the executives in suits usually see the data much later. I think buying Robinhood (HOOD) right now is an excellent bet because the technical setup has started coiling from the bottom, and they are adding an important new revenue stream through Robinhood Crypto. In Q4, I expect HOOD to make a new all-time high and then rise another 50% from there."
