Authorities cited in the report said the note also referred to a deal connected to token creator Hayden Davis.

Draft laid out a three-part payment structure

Screenshots and forensic material published by El Destape describe a three-tier arrangement allegedly tied to public endorsements of the memecoin by political figures. The plan listed $1.5 million in tokens or cash as an upfront payment, another $1.5 million after a public announcement or social media endorsement, and $2 million after signing a consulting agreement said to be linked to government advisory services.

The timing is central to the report. The draft was reportedly created just days before Milei’s public post about Libra on X, a post that briefly sent the token higher before it later collapsed. That sequence had already drawn criticism because the rally was followed by heavy investor losses.

Earlier Libra controversy resurfaced

The broader dispute dates back to February 2025, when Milei was accused of promoting $LIBRA. He did not apologize at the time and instead blamed investors for their losses.
