South Korea's Financial Services Commission (FSC) has announced a three-phase roadmap to tokenize stocks, bonds, and funds starting February 2027. The final phase will integrate stablecoin on-chain payments. Retail subscription limits are set at 30 million won or 5% of issuance. Licensed financial institutions can handle tokenized securities with existing permits. Samsung SDS has won the contract to develop the platform, expected to be completed alongside legal amendments. The roadmap follows a bill passed by the National Assembly in January, establishing a legal framework for issuing traditional securities on distributed ledgers.

South Korea's Financial Services Commission (FSC) has unveiled a three-phase roadmap to tokenize traditional securities, with the first phase scheduled to launch in February 2027. Under the plan, stocks, bonds, and funds will be tokenized, and the final phase will connect to stablecoin-based on-chain payments. Retail investors will face a subscription cap of 30 million won or 5% of the total issuance.

Existing licensed financial institutions are allowed to handle tokenized securities under their current licenses. Samsung SDS has been selected to develop the platform, which is expected to be completed in tandem with legal amendments. The roadmap is based on a bill passed by the National Assembly in January, which provides a legal framework for issuing traditional securities on distributed ledgers.
