Hong Kong’s Digital Policy Office held the second forum in its 「AI + Government: AI Tools Empowering Government Transformation」 series on Tuesday, focusing on how data and information can be used to reshape smart public services. More than 600 representatives from nearly 100 government, public and private-sector organizations joined the event online and in person.
Acting Digital Policy Commissioner Victor Cheung said the office is prioritizing AI-in-government work to carry out Hong Kong’s first five-year plan and the 2026 Policy Address. The effort is aimed at using AI to reform public administration and deepen the development and use of data resources.
Cheung said the AI Efficiency Enhancement Group, led by the Deputy Chief Secretary for Administration, has already facilitated and implemented a first batch of 30 efficiency projects involving 13 departments. He also said the office is advancing an AI assistant for iAM Smart and testing AI agents within the government. At the same time, he said AI deployment must be paired with access control, information security and human oversight.
The forum was co-organized by the Smart Government Innovation Lab under the Digital Policy Office, the Hong Kong Productivity Council, Hong Kong Cyberport Management Company Limited and Hong Kong Science and Technology Parks Corporation.

Office ties AI push to five-year plan and 2026 Policy Address
Acting Digital Policy Commissioner Victor Cheung said the office is focusing on advancing AI-in-government work to implement Hong Kong’s first five-year plan and the 2026 Policy Address. He said the goal is to use AI technology to reform public administration and deepen the development and use of data resources.
Cheung said the AI Efficiency Enhancement Group, led by the Deputy Chief Secretary for Administration, has facilitated and implemented a first batch of 30 efficiency enhancement projects involving 13 departments.
He also said the Digital Policy Office is moving ahead with an AI assistant for iAM Smart and is testing AI agents within the government. At the same time, he said access control, information security and human oversight must be in place as AI applications are expanded.

The forum was co-organized by the Smart Government Innovation Lab under the Digital Policy Office, the Hong Kong Productivity Council, Hong Kong Cyberport Management Company Limited and Hong Kong Science and Technology Parks Corporation. Representatives from the government, related institutions and technology companies were invited to share experience on AI applications in government affairs and public services.
