The Asia (HK-Korea) Web3 Policy Advocacy Alliance, or AWPA, held its formal launch ceremony on Sept. 29 at GWDC 2026 Korea in Seoul’s aT Center. The event took place during the two-day conference, which runs from Sept. 29 to 30 and is hosted by Web3Labs, with Techub News, HypaiLabs and TokenPost serving as co-organizers. AWPA was listed as a supporting institution for the conference, and the GWDC 2026 Korea kickoff ceremony followed the alliance launch.
According to the information provided, the alliance had already been announced on March 23 this year. It was jointly initiated by Johnny Ng Kit-chong, a member of the National Committee of the Chinese People’s Political Consultative Conference and chairman of the Hong Kong Legislative Council Panel on Commerce, Industry, Innovation and Technology, and South Korean lawmaker Min Byung-deok, who initiated the Digital Asset Basic Act bill. The alliance is focused on strategic dialogue and policy coordination between Hong Kong and South Korea, with attention on blockchain, AI, digital asset compliance, stablecoin mechanisms and cross-border data flows, while also promoting cross-border pilot programs involving companies and academic institutions from both sides.

According to the previously outlined plan, the alliance is intended to deepen strategic dialogue and policy coordination between Hong Kong and South Korea and build what it described as “Asia’s first cross-regional non-governmental policy cooperation platform.” Its main areas of focus include blockchain, AI, digital asset compliance, stablecoin mechanisms and cross-border data flows. It also aims to promote cross-border pilot programs involving enterprises and academic institutions in the two markets.
Under the prior plan, the alliance will use the Korea edition of GWDC as a platform for in-depth exchanges and project showcases around cross-border payments, RWA and the integration of AI and blockchain.
