Under the arrangement being discussed, vessels entering the Persian Gulf would travel through a lane near Iran’s coast and under Iranian control, while outbound vessels would use a separate lane near Oman. Several Iranian officials said ships passing through would be required to pay a "service fee," with the revenue split equally between Iran and Oman. A U.S. official familiar with the talks disputed that account, saying the Iranian description was "inaccurate." The same official added that any "temporary" shipping lanes in the Strait of Hormuz would not require Iranian approval and that vessels transiting the waterway would not be charged.
