Odaily reported, citing Iran’s Fars News, that an informed source said Iran’s Supreme National Security Council approved a resolution while reviewing a recent memorandum of understanding. The decision was based on what was described as a precise and step-by-step “interpretive theory.” According to the report, the theory stresses the history of U.S. bad faith and breach of commitments, and it sets out specific implementation arrangements to address any delay or violation.

Each Obligation Matched With an Implementation Step

Under this “interpretive theory,” Iran has assigned a corresponding “implementation step” to every obligation on the other side, the report said. In other words, the council’s resolution follows a phased and conditional implementation principle. Iran’s measures are tied directly to the actual and complete fulfillment of each U.S. obligation.

According to the same report, Iran will take the relevant reciprocal measure only after the United States has fulfilled the corresponding obligation.
