The Ministry of Industry and Information Technology (MIIT) has issued the "AI SME Entrepreneurship Support Plan (2026-2028)", which aims to cultivate over 10,000 new technology and innovation-oriented SMEs, exceed 2,000 specialized and new "little giant" enterprises, and foster a batch of gazelle and unicorn companies in key areas such as industry applications, data services, and intelligent computing. The plan also includes high-standard construction of 10 technology enterprise incubators, 10 national SME public service demonstration platforms, and 10 national-level SME characteristic industry clusters. This initiative is expected to continuously boost the innovation vitality of AI SMEs and form a pattern of AI empowering high-quality SME development.

Per a Cailianshe report, the General Office of the Ministry of Industry and Information Technology (MIIT) recently released the "AI SME Entrepreneurship Support Plan (2026-2028)". The three-year plan goes after key areas such as industry applications, data services, and intelligent computing, with the aim of fostering a large group of AI startups marked by strong innovation vitality and growth potential.

The targets are specific. Newly cultivate more than 10,000 technology- and innovation-oriented SMEs. Push the total of specialized and new "little giant" enterprises past 2,000. And see a batch of gazelle and unicorn companies emerge. In the AI sector, the plan also calls for high-standard construction of 10 technology enterprise incubators, 10 national SME public service demonstration platforms (bases), and the cultivation of 10 national-level SME characteristic industry clusters.
