NVIDIA is reportedly buying large amounts of long-haul dark fiber across the United States, a project Wolfe Research said it verified in a July 20 note after investor inquiries. The firm cited an earlier disclosure from Needham, which said NVIDIA was pursuing a large telecom network buildout that could involve $5 billion to $10 billion in spending over the next three years. According to the report, the buildout could include as many as 100 fiber pairs, or 200 individual fibers. Based on a conservative estimate using dense wavelength division multiplexing, or DWDM, Wccftech said the network’s theoretical capacity could reach 7.68 Pbps, far above the scale of a single major subsea cable system. The publication outlined three possible reasons for the move: linking distributed data centers into a massive GPU compute cluster, giving NeoCloud customers better network infrastructure, and allowing NVIDIA to push deeper into the GPU-as-a-Service market without relying as heavily on hyperscalers. Wolfe Research named Ciena, Corning and Cisco as stocks that could benefit. It called Ciena its favorite play, while Corning and Cisco were highlighted for their positions in fiber and networking infrastructure.

NVIDIA is reportedly acquiring large amounts of long-haul dark fiber across the U.S., in a buildout that Wolfe Research said it confirmed as real in a July 20 report. The firm also identified Ciena (CIEN), Corning (GLW), and Cisco (CSCO) as potential beneficiaries.

Wolfe Research says the plan is real

Wolfe Research said Needham had disclosed in June that NVIDIA was pushing ahead with a large telecom network project that could require $5 billion to $10 billion in spending over the next three years. After receiving a wave of investor questions and checking the details, Wolfe said the project is genuine.

According to Wolfe Research, NVIDIA is buying long-haul dark fiber in large quantities across the country, with the buildout reaching as many as 100 fiber pairs. Dark fiber refers to fiber-optic lines that have already been laid physically but are still idle, typically because telecom operators installed them in advance to reserve future capacity. Since a single fiber handles signal transmission in one direction, two fibers are needed for two-way communication, meaning 100 pairs equal 200 individual fibers.

Wccftech estimates 7.68 Pbps in theoretical capacity

Wccftech used dense wavelength division multiplexing, or DWDM, to estimate what that dark fiber footprint could carry. Under DWDM, one beam of light can be split into dozens of wavelengths, with each wavelength acting as its own data channel. The report said a top-tier setup today can support up to 96 channels on a single fiber.

Using a conservative framework, Wccftech assumed 800 Gbps per channel, 96 channels per fiber, and 200 fibers in total. That would put aggregate bandwidth at 7.68 million Gigabits per second, or 7.68 Pbps. The report said that figure is roughly 20 to 40 times the capacity of the world’s largest single subsea cable system.

Three possible motives were outlined

The report said the industry still does not have a clear answer on why NVIDIA would need that much dark fiber. Wccftech put forward three possible explanations.

Connecting data centers into a larger GPU cluster

The first is that NVIDIA may want to link geographically distributed data centers into a giant GPU computing cluster and ease bandwidth constraints inside the broader GPU ecosystem. Wccftech tied that reading to NVIDIA’s recent procurement agreements with optical communications suppliers Lumentum (LITE), Coherent (COHR), and Corning.

Supporting NeoCloud customers with network infrastructure

Wccftech said this is the most likely path. Under that view, NVIDIA is building network infrastructure to serve its NeoCloud customer base. These newer cloud compute providers have grown quickly, but the report said they generally trail hyperscalers such as Amazon, Google, and Microsoft in securing their own dark fiber capacity. If NVIDIA can offer the network layer as well, it would strengthen those customers’ position.

Moving directly into GPU-as-a-Service

The third idea is that NVIDIA may be trying to enter the GPU-as-a-Service market directly, selling compute to enterprise users while cutting out AWS, Google Cloud, and Azure as intermediaries.

Wccftech argued that hyperscalers are investing heavily in their own ASIC programs, citing Google TPU and AWS Trainium. If those in-house chips mature, they could reduce future GPU purchases from NVIDIA. Owning backbone network capacity would give NVIDIA a way to offer a fuller compute stack, from hardware through connectivity, while keeping a direct link to enterprise customers.

The report also said NVIDIA is estimated to hold a 9.3% stake in NeoCloud operator Nebius, which it framed as another sign the company is building a parallel supply chain outside the hyperscaler ecosystem.

Three names flagged as beneficiaries

Wolfe Research highlighted three companies.

  • Ciena (CIEN): Wolfe called it its favorite play. The company is a major global supplier of DWDM optical networking equipment, matching the core technical demands of the reported buildout.
  • Corning (GLW): As one of the world’s largest fiber-optic cable manufacturers, Corning could benefit directly if NVIDIA keeps expanding dark fiber purchases. The report said Corning has already appeared in several recent NVIDIA procurement agreements.
  • Cisco (CSCO): Cisco remains a key supplier in switching and routing, equipment that sits at the center of large-scale data center interconnection.

The report did not provide further details on how the dark fiber plan will be deployed or what its final structure will look like.
