At the same time, however, that registry has yet to be established. The relevant regulation only comes into force on September 1, and the central bank is still working out the implementation details, which means the banks' requests cannot effectively be met at this point. Legal experts say these requests do not match current legislation. Attorney Elizaveta Lobuteva commented that the inquiries ought to be understood as routine compliance screening and preparation for future regulatory changes, rather than an additional mandatory obligation imposed on businesses.
