Regulatory Timeline Set
According to a report by TASS, First Deputy Governor of the Bank of Russia, Vladimir Chistyukhin, has explicitly stated that the law on cryptocurrency regulation is likely to take effect on September 1, 2026. This is the first time a senior official from the Russian central bank has publicly confirmed a specific date, marking a significant milestone in the country's legislative process for digital asset regulation. The Russian State Duma has discussed related bills multiple times in the past, but the exact effective date had remained uncertain. This clear timeline provides market participants with a road map for compliance planning.
Transition Period and Market Preparation
Chistyukhin further noted that a transition period will be in place until July 1, 2027 after the law takes effect. During this period, all market participants must complete the following tasks: prepare necessary compliance documents, apply for inclusion in the regulatory register, obtain new licenses, and adjust internal operational procedures to meet new requirements. It is expected that the first batch of fully prepared entities will begin formal operations between late 2026 and early 2027. This transition arrangement aims to give the industry sufficient adaptation time, preventing market disruption from hasty enforcement.
Criminal and Administrative Liability Enforcement
Starting July 1, 2027, provisions related to criminal and administrative liability for cryptocurrency activities will come into full effect. Through clear legal definitions, legitimate and illegitimate crypto operations will be strictly distinguished. Unauthorized crypto transactions, money laundering, tax evasion, and other violations will face explicit criminal prosecution and administrative penalties. This reflects the Russian regulators' firm stance of encouraging compliant development while crackdown on illegal activities, also providing a reference model for other countries exploring crypto regulation globally.
