Russia’s State Duma has approved a bill that sets out rules for the country’s crypto market and creates a legal framework for the use of digital assets in domestic operations and cross-border trade. According to official Duma records, lawmakers on Tuesday completed the second and third readings of bill No. 1194918-8, titled the Law on Digital Currency and Digital Rights, and formally passed it after a final vote had already been scheduled. The bill establishes a regulatory structure for crypto market participants, including trading platforms, brokers, asset managers, and custodians, while also imposing compliance requirements on related businesses. Under its provisions, crypto assets may be used for foreign trade, or cross-border trade settlements, but crypto remains barred as a payment method for goods and services inside Russia. The main provisions are expected to take effect on Sept. 1, 2026, followed by a transition period running until July 1, 2027. The measure still requires President Vladimir Putin’s signature before it can take legal effect.

According to official records from the State Duma, lawmakers on Tuesday completed the second and third readings of bill No. 1194918-8, titled the Law on Digital Currency and Digital Rights, and formally passed it. The legislature had previously scheduled the final vote.

The bill creates a regulatory framework for crypto market participants, covering cryptocurrency trading platforms, brokers, asset management institutions, and custodians. It also sets compliance requirements for related businesses.

Under the bill, crypto assets are allowed for foreign trade settlements, meaning cross-border trade. At the same time, the use of cryptocurrency for payments for goods and services within Russia remains prohibited.

The main provisions of the bill are expected to take effect on Sept. 1, 2026, with a transition period lasting until July 1, 2027. Before it can formally become law, the bill still requires the signature of Russian President Vladimir Putin.
