South Korea has formally adopted blockchain and digital asset ecosystem development as part of its "Economic Growth Strategy for the Second Half of 2026," according to a report by Maeil Business Newspaper cited by ChainCatcher. The policy package lays out a 2027 pilot for tokenized government bonds, designed to work in tandem with the Bank of Korea’s institutional central bank digital currency program, while also examining interoperability between CBDCs and private blockchains. South Korea has formally set blockchain and digital asset ecosystem development as a policy goal under its "Economic Growth Strategy for the Second Half of 2026," according to Maeil Business Newspaper, as cited by ChainCatcher.

The plan includes a pilot program for tokenized government bonds starting in 2027. The report said the project will be linked to the Bank of Korea’s institutional central bank digital currency, or CBDC, and will also consider interoperability between the CBDC system and other private blockchains.

Digital asset law and spot ETF framework

On the legislative side, the government plans to push forward the Framework Act on Digital Assets in the second half of the year. The proposed law would cover the institutionalization of stablecoins and a more structured framework for cross-border stablecoin trading.

The government will also support revisions to the Capital Markets Act to advance the institutionalization of spot exchange-traded funds tied to virtual assets.

Industry support and international cooperation

To strengthen blockchain industry competitiveness, South Korea plans to move ahead with large-scale demonstration projects and advanced technology research in the fourth quarter of this year.

The strategy also calls for cooperation with international organizations including the United Nations Framework Convention on Climate Change, or UNFCCC, and the Global Green Growth Institute, or GGGI. According to the report, the cooperation will focus on blockchain-based management of GVCM carbon credits that comply with the Paris Agreement.
