South Korea’s Financial Services Commission has completed a draft of the Digital Asset Framework Act, according to a report by Korean media outlet Daum. The regulator said only a small number of items still need coordination, and the legislative process will be pushed forward as quickly as possible once the National Assembly’s agenda for the second half of the year is set. The report also said South Korea is considering adding a legal basis for AI Agent payments to the bill. The move is intended to address a potential shift in which AI could become a主体 for small-value, high-frequency payments in the future. Proposals under discussion would authorize a regulatory framework covering customer identification, or KYC, the allocation of payment liability, foreign exchange reporting for cross-border transactions, and programmable payment standards. The bill remains in draft form, with some issues still under coordination.

South Korea’s Financial Services Commission (FSC) has completed a draft of the Digital Asset Framework Act, according to Korean media outlet Daum. The commission said only some matters still require coordination, and it will try to speed up the legislative process once the National Assembly’s agenda for the second half of the year is finalized.

Daum reported that South Korea is considering including a legal basis for AI Agent payments in the Digital Asset Framework Act. The proposal is meant to prepare for a future in which AI could become a主体 for small-value, high-frequency payments.

The recommendations include legal authorization for a regulatory framework covering know-your-customer (KYC) requirements for AI Agent payments, the allocation of payment liability, foreign exchange reporting for cross-border transactions, and programmable payment standards.
