Case Background: Hacker Group Ransomware and Money Laundering
The involved funds originated from a wallet belonging to a suspected international hacker group. The group is accused of conducting ransomware attacks against businesses and individuals in Europe and the United States, stealing data, and laundering proceeds by purchasing real estate and vehicles in Ukraine, causing total losses exceeding $100 million. Four suspects are currently in custody, and cumulative seized assets exceed $11.1 million, including real estate, vehicles, approximately $1 million in cash, and crypto assets.
ARMA Reform and a New Phase for Digital Asset Custody
ARMA is the Ukrainian agency responsible for managing and disposing of seized, confiscated, or frozen assets. In 2025, Ukraine implemented reforms to ARMA aimed at enhancing transparency and efficiency in managing involved assets. This takeover of crypto assets is the first digital asset custody case after the reform, indicating that Ukraine's judicial system is now capable of handling on-chain assets, and it sets a procedural template for future similar cases.
