Ethereum co-founder Vitalik Buterin said in a post on X that he was not predicting defense would automatically outpace offense. His point, he wrote, is that cybersecurity could eventually reach an end state that favors defense, even if getting there will be difficult. Buterin argued that cases where well-intentioned actors find bugs in already released software before attackers do should not be treated as a defense-favoring game. In his view, a real shift toward defense requires deeper methodological changes, including formal verification and aggressive reduction of the trusted computing base, or TCB. He added that those changes are only beginning. Buterin also said this is an important reason why he is sympathetic to slowing or pausing AI development, and he called for more than 1% of GDP to be directed toward cybersecurity, biosecurity, and hardening the physical world.

According to ChainCatcher, Vitalik Buterin said in a post on X that he was not predicting defense would automatically get ahead of offense. Instead, he said cybersecurity may eventually move toward an end state that favors defense, though the transition will be difficult.

Buterin wrote that a situation where good actors discover vulnerabilities in released software before bad actors do is not a defense-dominant game. He said a genuine shift toward defense would require deeper methodological changes, including formal verification and aggressive reduction of the trusted computing base, or TCB, and added that those changes are only just beginning.

He also said this is an important reason why he is sympathetic to slowing or pausing AI development, and called for more than 1% of GDP to be invested in cybersecurity, biosecurity, and hardening the physical world.
