Utah becomes first U.S. state to require age checks even for VPN-masked visitors

Utah has become the first U.S. state to directly target VPN use in age-verification enforcement, expanding compliance duties for websites that host adult material. Under SB 73, commercial sites that knowingly publish or distribute material harmful to minors must verify the age of Utah visitors when that material makes up more than one-third of their content, even if those users hide their location with VPNs or proxy servers. The law also bars operators from helping users get around the checks, including by offering instructions on how to use VPNs or bypass geoblocks. The measure gives Utah’s Division of Consumer Protection authority to issue administrative fines of up to $2,500 per violation, while courts can impose civil penalties of the same amount and grant other remedies. At the same time, verification providers are barred from retaining identifying data after access is granted. Privacy firm Nym said the law raises a speech issue because it restricts what covered websites can say about privacy tools. The company argued on X that courts have not yet resolved whether such a restriction conflicts with the First Amendment. The Utah law comes as regulators in Brazil, the U.K., and France have also moved to limit VPN-based workarounds tied to platform bans and age-control systems.

Escalating conflict between the United States and Iran has sharply reshaped positioning in global oil markets, with money managers making their fastest move into bullish Brent crude bets in nearly a decade. According to Bloomberg, asset managers increased their net long position in Brent by 75,996 contracts in the week ended July 14, taking the total to 357,154 contracts, the largest weekly increase since December 2016. The rebound came after overall positioning had fallen to a seven-month low just a week earlier. The swing followed renewed US military strikes on Iran, which were followed by Iranian retaliation against Gulf neighbors and maritime attacks on vessels transiting the Strait of Hormuz. Those disruptions reduced traffic through one of the world’s key shipping chokepoints and tightened supply expectations. Over the past 10 days, crude prices climbed to about a one-month high after falling roughly 30% in the second quarter. Fuel markets also tightened. Bloomberg data showed net long heating oil positions on the New York Mercantile Exchange rose by 1,868 contracts to 36,451, the highest level since the early stage of the Iran war in March. Nymex diesel net longs posted their biggest weekly increase since before the war broke out in February. At the same time, falling Russian product exports and Moscow’s diesel export ban added to pressure on global diesel supply and helped push refining margins to record highs.
