Toss and KOMSCO complete OP Stack proof of concept for blockchain payment settlement

South Korean payments company Toss and Korea Minting and Security Printing Corporation, or KOMSCO, have completed a proof of concept for a blockchain-based payment flow on the OP Stack, according to the Optimism blog. The test covered the full process for a "local love gift certificate" payment system and showed that top-ups, spending, and settlement could be handled within a single on-chain transaction. Under the test setup, merchants were able to receive funds immediately instead of waiting through a traditional settlement cycle that can take several days. The trial was conducted in a separate test environment and has not gone live. Neither Toss nor KOMSCO has announced a timeline for a production launch.

HYPE tops 94 USDT as Arc adds agent payments and Kalshi seeks stock perpetuals

HYPE climbed past 94 USDT on Sept. 21, extending its record run with a 24-hour gain of 9.33%, according to OKX market data. The day’s roundup also featured a regulatory filing from prediction market platform Kalshi, which is seeking approval to list perpetual contracts tied to U.S. stocks. The proposal has been submitted to the U.S. Securities and Exchange Commission and the Commodity Futures Trading Commission, but it has not been approved. Elsewhere, Circle-backed blockchain Arc launched an agent payments feature through its Facilitator Service, giving x402 developers a custodial access route that accepts USDC and supports onchain settlement across Arc, Base, and Polygon without requiring Relayer keys or a separate gas wallet. Vietnam also said it plans to issue its first licenses to crypto asset service providers in 2026 under a pilot legal framework, while stepping up regulatory coordination with Austria’s Financial Market Authority. Other items in the market update included strong gains in crypto-related U.S. equities, a warning that pPOLY is not an official Polymarket token or direct equity exposure, criticism from ZachXBT over the zkSNARKs NFT project, and Standard Chartered’s long-term price targets for ARB through 2030.

Vietnam targets first crypto service provider licenses in 2026 after talks with Austria

Vietnam said it plans to issue its first licenses for crypto asset service providers in 2026 under a pilot legal framework, part of a broader push to modernize the country’s financial market. The plan was discussed during a Sept. 15 meeting in Vienna between Deputy Finance Minister Nguyen Duc Chi and Mariana Kuhnel, executive director of Austria’s Financial Market Authority, according to Vietnam’s State Securities Commission. Vietnamese officials said the country is refining its regulatory system to address new asset classes and technological change, and expects to approve the first digital asset platforms under the pilot framework in 2026. State Securities Commission Chair Vu Thi Chan Phuong said Vietnam is drawing on recommendations from the Financial Action Task Force and regulatory models used by European Union institutions, with a focus on risk management, investor asset protection and anti-money laundering. Separately, Vietnam is also considering a restructuring of stock trading boards, including the SME segment, while updating support policies for small and medium-sized enterprises, which account for about 99% of operating businesses in the country.

SCOPED-Hiring paper flags hidden unfairness in multi-agent LLM hiring decisions

A paper accepted to the EMNLP 2026 Main Conference introduces SCOPED-Hiring, a process-aware fairness diagnosis framework for large language model (LLM) multi-agent systems used in hiring. The study argues that similar final hiring rates across groups do not necessarily mean the decision process was fair. Candidates can still face uneven burdens in the form of extra doubt, lower intermediate scores, added scrutiny, and different investigative standards. Using controlled resume variants and a two-stage hiring committee made up of role-based agents, the researchers recorded more than 311,000 structured decision trajectories. Across GPT, Gemini, and Qwen backends, they found that risks visible through process, pathway, interaction, and system design were much stronger than those visible from final outcomes alone. In the paper’s measurements, process-aware O/P/E/D signals showed average diagnostic significance 4.52x, 4.66x, and 2.74x higher than outcome-focused S/C signals. The team also tested a diagnosis-driven repair method called Fair Skills. In controlled experiments, the intervention reduced total stratified fairness burden by 72.3% while changing final hiring rates by only 1.86 percentage points, with output validity above 99.7%.
