An empty block refers to a block that does not include regular transactions and contains only the Coinbase transaction used for the block reward. The report stated that miners package empty blocks for economic reasons, and that doing so can be the most rational choice for miners. After a new parent block is found, miners need to make full use of the short period of time available for mining and begin working on the next block as quickly as possible.
