The report linked the change mainly to EIP-7251, introduced through the Pectra upgrade. The proposal raised the maximum effective balance for a single validator from 32 ETH to 2,048 ETH. That change allows large staking operators to consolidate multiple validators without having to exit and re-enter the staking queue.
The shift points to a drop in validator count rather than a decline in overall staked ETH, as larger operators can now manage more stake under fewer validator entities.
