The Reserve Bank of India (RBI) has released its Report on Currency and Finance 2023-24, revealing that the central bank digital currency (CBDC) pilot – known as the digital rupee (e₹-R) – has achieved significant adoption. As of June 2024, the retail pilot had 5 million users and 420,000 merchants participating, marking a major milestone since its launch in late 2022.
CBDC as a Complement, Not a Replacement
In the report, the RBI stated: “The introduction of Central Bank Digital Currency on a pilot basis in 2022 is the latest innovation which would entail a ‘more efficient and cheaper currency management system.’ Digital currency is expected to complement cash and current payment systems.” The central bank categorizes CBDCs into wholesale and retail: the wholesale CBDC serves institutional participants in financial markets, while the retail CBDC functions as a risk-free digital medium of exchange for consumers.
Pilot Use Cases and Expansion
The retail pilot initially focused on person-to-person (P2P) and person-to-merchant (P2M) transactions. The RBI noted that additional use cases leveraging programmable and offline functionalities are being explored. “In May 2024, India was among the 36 countries where CBDC was in pilot stage,” the report highlighted. This initiative builds on India’s broader digital revolution, including the Unified Payments Interface (UPI) which has transformed retail payments.
Financial Inclusion and Cross-Border Potential
The report underscores that digital rupee adoption promotes financial inclusion, modernizes payment infrastructure, and supports affordable financial services. Integration with international payment systems is expected to enhance cross-border transactions, positioning India as a leader in the global digital economy. The RBI also emphasized the need to carefully balance innovation with risks related to monetary policy transmission and financial stability.
The rapid growth of India’s CBDC pilot offers a valuable case study for other emerging economies. With continued feature development and expanding participation, the digital rupee is poised to play a pivotal role in India’s retail payment ecosystem.
