The proposal follows a new law signed by President Vladimir Putin on August 4, authorizing the central bank to decide which digital currencies can enter organized trading and set the rules. Non-qualified investors would be capped at 300,000 Russian rubles per year in crypto purchases through brokers, exchange services or asset managers, while qualified investors face no limit. All investors must pass a risk test and understand crypto risks before trading. Public feedback is accepted until August 24.
