In Atkins’ words, "in the age of artificial intelligence and blockchain technology, default paper delivery should become a historical relic, not the standard."
The proposal also fits with Atkins’ broader regulatory modernization effort. He had previously launched “Project Crypto” to modernize on-chain markets, and the new e-delivery rule follows the same policy direction. The SEC’s proposal will now move into a public comment process.
