SinoPac Financial Holdings (2890) is preparing to open a public subscription for its listed capital increase. Using a subscription price of NT$35.15 and a reference price of NT$43.5, the estimated profit for a successful allotment is about NT$24,980 for one application covering three board lots, or roughly a 24% return.
What a public subscription means
In Taiwan’s stock market, the process commonly referred to as a stock lottery is formally called a public subscription. It is a mechanism through which companies issue new shares to the public in order to raise funds. When a company conducts an initial public offering, or carries out a cash capital increase after listing, regulations require that a certain portion be made available for public subscription.
Investors apply through their brokerage trading platform and must make sure their settlement account has enough funds for the subscription payment and related fees before the designated debit date. If the number of applicants exceeds the number of shares available, the Taiwan Stock Exchange conducts a computerized random draw to allocate the shares.
Costs and risks investors need to weigh
The main reason many investors take part is the potential spread between the underwriting price and the market price. To attract demand, the lead underwriter will usually set the offering price at a discount to the market.
That said, applicants still face the cost of having funds tied up. After the subscription deadline, the full amount is debited and frozen for several trading days, and it is only released on the refund date if the investor does not win an allotment.
There are also direct transaction costs. Each application requires a NT$20 processing fee and a NT$50 mailing fee for the allotment notice. If the investor is not selected, the share payment and the NT$50 mailing fee are refunded, which means the NT$20 processing fee remains the sunk cost.
The article also notes that a cash capital increase adds new shares to the market after listing, increasing shares outstanding. In the short term, that may bring dilution in trading chips or stock price volatility, so investors need to assess market conditions and their own risk tolerance.
Key dates and required amount for the SinoPac Financial offer
The application process is straightforward. Investors can enter their securities app during the subscription period from Nov. 5 to Nov. 9, go to the stock lottery or public subscription section, select SinoPac Financial (2890), and submit the application.
Before the pre-debit date on Nov. 10, the settlement account must contain NT$105,520. That amount includes the payment for 3,000 shares, plus the NT$20 processing fee and NT$50 mailing fee, so applicants need to make sure the balance is sufficient to avoid a failed debit.
- Subscription period: Nov. 5 to Nov. 9
- Pre-debit date: Nov. 10
- Drawing results announced: Nov. 11
- Refund date for unsuccessful applicants: Nov. 12, with the NT$20 processing fee deducted

If an investor is not selected, the funds will be returned on Nov. 12. If the application is successful, the shares will be credited to the custody account on Nov. 19.
