Solana Foundation has launched Solana Governance Proposals (SGP), giving validators a new on-chain system to submit, support, and vote on core governance matters. According to Solana’s announcement on X, every proposal is handled on-chain, with voting based on stake weight and verified through Merkle proofs.
Who can submit and how the process works
Under the new framework, any validator with at least 100,000 delegated SOL can submit an SGP proposal. The system is separate from Solana Improvement Documents (SIMD), which remain focused on technical and protocol-level changes. SGP is designed for ecosystem governance decisions rather than direct protocol upgrades.
The process has two stages. First comes a support phase, where a proposal must gather backing equal to at least 15% of total network stake. Only after clearing that bar does it move into a formal on-chain vote, where validators cast votes according to their stake weight.
The 15% support bar is central to the design
That threshold is one of the key features of the SGP model. The article states that Solana currently has around 45 million SOL staked, representing roughly 54% of total supply. Based on that figure, a proposal would need support from about 675,000 SOL before reaching the voting stage.
The structure is meant to keep the governance pipeline from being flooded with scattered proposals. It also raises the cost of bringing an item forward, making validator coordination and community discussion more important before a formal submission appears on-chain.
SGP separates ecosystem governance from protocol change
With SGP now live, Solana is drawing a clearer line between protocol development and ecosystem governance. SIMD continues to cover technical upgrades, while SGP is positioned for topics such as ecosystem fund allocation, validator network parameter adjustments, partnership-related decisions, and changes to governance rules themselves.
The launch comes as activity across the Solana ecosystem expands. The source notes that tokenized stock SNDK from Flash recorded more than $70 million in on-chain trading volume within a week of launching on Solana. Prediction market platform World has also launched on the network, while Forward Industries increased its holdings by more than 500,000 SOL in the third quarter, bringing its total to 7.55 million SOL.
