South Korea's FSC to Run Virtual Asset TF Until 2028, Prepares for Digital Asset Basic Act

South Korea's Financial Services Commission (FSC) announced on September 2 that it will operate the digital asset Task Force (TF) until 2028 to prepare for the enactment of the Digital Asset Basic Act. The current regulatory framework focuses on combating illegal activities and preventing investor losses, lacking rules on business conduct, disclosure, and issuance. The FSC aims to finalize the core content of the act by 2026 and establish a comprehensive regulatory system. Separately, the law to institutionalize security tokens (ST) passed the National Assembly in January 2026 and is expected to take effect in February 2027.

South Korea’s Financial Services Commission (FSC) said on September 2 that it will keep its digital asset Task Force (TF) running through 2028 as it gets ready for the Digital Asset Basic Act. That work includes writing subordinate regulations and putting infrastructure in place for the digital asset ecosystem.

The FSC said South Korea’s current digital asset regulatory framework has so far been aimed mostly at fighting illegal activity and stopping investor losses. But it still does not have full rules covering business conduct, information disclosure, and the issuance and circulation of digital assets. So the FSC plans to settle the core content of the Digital Asset Basic Act within 2026 through talks with the Virtual Asset Committee and political parties.

The commission also said South Korea is moving ahead with ecosystem development and expects to improve infrastructure around related organizations. Separately, the law to institutionalize security tokens (ST) cleared the National Assembly in January 2026 and is set to take effect in February 2027. The FSC said it will keep refining subordinate regulations and supporting systems.
