StarkWare CEO Eli Ben-Sasson said Starknet should examine becoming an independent layer-1 blockchain to better address security risks in a post-quantum era. In his remarks, he argued that the threat from quantum computing may arrive sooner than many expect, while rapid advances in AI could also weaken current security assumptions used across blockchain systems. He said the industry needs to enter a "shelter mode" and move quickly toward future-proof security. Ben-Sasson identified three requirements for that transition: using the right cryptographic technology, maintaining cryptographic flexibility, and operating as an independent L1. He added that Starknet, as a layer 2, currently depends on Ethereum for security. According to his timeline, Ethereum is targeting full quantum resistance by the end of 2029, while Bitcoin has made no such commitment. If Starknet were to become an L1, he said, it could achieve that goal earlier, potentially in 2027, while controlling its own security migration and serving as a quantum-resistant network for public or private transactions and asset holding.

Why the L1 shift matters in his view

He said Starknet, as an L2, relies on Ethereum for security. Ethereum is targeting full quantum resistance by the end of 2029, while Bitcoin has not made such a commitment. If Starknet becomes an L1, he said, it could get there first in 2027.

Ben-Sasson added that such a move would let Starknet control its own security migration and position it as a quantum-resistant network for public or private transactions and asset custody.
