Under the new rules, both models will become fully accessible to all ordinary users worldwide starting tomorrow, removing all geographic restrictions.
The lift of restrictions indicates that US regulators and Anthropic have reached a phased consensus on AI safety frameworks. The Commerce Department had previously imposed export controls citing national security risks, requiring Anthropic to strengthen pre-deployment safety assessments. After three weeks of close collaboration, Anthropic improved its model behavior constraints, ultimately securing permission for the removal of restrictions.
