White House Moves Post-Quantum Cryptography Deadline to December 2031, Raising Bitcoin Security Concerns

The White House Office of Science and Technology Policy (OSTP) Director Michael Kratsios announced two executive orders, one of which moves up the federal deadline for transitioning to post-quantum cryptography (PQC) from 2035 to December 2031. This shift directly impacts Bitcoin, Ethereum and other major cryptocurrencies that rely on elliptic curve cryptography (ECC) for wallet security.

Executive Order 14409: Accelerated Crypto Transition

The second order, titled “Securing the Nation Against Advanced Cryptographic Attacks,” also instructs the National Institute of Standards and Technology (NIST) to complete pilot migrations in federal systems by December 2027. Agency heads must appoint a post-quantum cryptography transition officer within 30 days. Federal contractors will be required to adopt NIST-standardized post-quantum algorithms by the end of 2030.

Meanwhile, Executive Order 14411, “New Frontiers in Quantum Innovation,” launches a quantum computer project for application development and discovery science. Kratsios said the Department of Energy will build the first quantum computer for scientific discovery by 2028. Federal agencies plan to deploy quantum sensors and networks within five years, and the FBI will lead an initiative to protect quantum research and intellectual property from foreign espionage.

Bitcoin and Ethereum Under Theoretical Threat

Bitcoin and Ethereum currently use the Elliptic Curve Digital Signature Algorithm (ECDSA) to verify wallet ownership. A sufficiently advanced quantum computer could, in theory, derive private keys from on-chain public data using Shor's algorithm. The Coinbase Independent Quantum Computing and Blockchain Advisory Board warned earlier this month that approximately 7 million BTC reside in addresses with publicly visible keys, including Satoshi-era wallets and some exchange cold wallets.

Although the threat remains theoretical, industry preparations are underway. Google has set a 2029 target for its own post-quantum migration. Bitcoin developers have proposed BIP 360 and BIP 361: one creates quantum-resistant address types, while the other suggests eventually freezing coins held in dormant, vulnerable addresses.

The U.S. federal acceleration signals that policy pressure on cryptographic standards is quickly rippling into the crypto ecosystem. Kratsios emphasized that years of investment are now translating into commercial applications, and the executive orders aim to further accelerate that process.
