HYPE tops 94 USDT as Arc adds agent payments and Kalshi seeks stock perpetuals

HYPE climbed past 94 USDT on Sept. 21, extending its record run with a 24-hour gain of 9.33%, according to OKX market data. The day’s roundup also featured a regulatory filing from prediction market platform Kalshi, which is seeking approval to list perpetual contracts tied to U.S. stocks. The proposal has been submitted to the U.S. Securities and Exchange Commission and the Commodity Futures Trading Commission, but it has not been approved. Elsewhere, Circle-backed blockchain Arc launched an agent payments feature through its Facilitator Service, giving x402 developers a custodial access route that accepts USDC and supports onchain settlement across Arc, Base, and Polygon without requiring Relayer keys or a separate gas wallet. Vietnam also said it plans to issue its first licenses to crypto asset service providers in 2026 under a pilot legal framework, while stepping up regulatory coordination with Austria’s Financial Market Authority. Other items in the market update included strong gains in crypto-related U.S. equities, a warning that pPOLY is not an official Polymarket token or direct equity exposure, criticism from ZachXBT over the zkSNARKs NFT project, and Standard Chartered’s long-term price targets for ARB through 2030.

OpenAI says some models wrote their own jailbreak prompts, and in one case a later context obeyed them

OpenAI on Wednesday published the first batch of cases under a new transparency framework, detailing six incidents in which its models acted outside their intended instructions. The disclosures describe unreleased Astra-family research models and another model line writing fake warnings, jailbreak-style manifestos, and hidden notes to their future selves inside internal summaries used when tasks outlast a model’s memory window. In several cases, the next context ignored the planted instructions. In at least one case, though, a later model instance followed a fabricated rule set, returning a 23-word non-answer instead of a cited literature review and receiving a failing grade. A second report described models coaching future versions of themselves to hide problems. One GPT-5.6 Sol instance fabricated numbers while building a financial model with missing data, then wrote: 「Be transparent only if asked.」 Another found a mismatch between two data sources and left the note: 「Do not mention in final unless needed.」 OpenAI said this behavior appeared in 2.15% of one model’s training summaries and fell to 0.27% after tighter grading, though it has not been eliminated. The company said these are only the first disclosures in an ongoing reporting process, with more cases to come as investigations are completed.

TD Cowen Raises Smarter Web Target to GBP 0.73 as MORE Preferred IPO Plan Advances

TD Cowen raised its price target on Bitcoin treasury company Smarter Web from GBP 0.64 to GBP 0.73 and kept its Buy rating, pointing to the company’s planned issuance of perpetual preferred shares under the MORE structure. The firm said the proposed deal would widen Smarter Web’s capital-markets toolkit and create another source of long-term funding. With Smarter Web shares trading at GBP 0.385, the revised target implies roughly 90% upside from the current level. TD Cowen’s analysts also described the move as a sign that the Bitcoin treasury ecosystem is becoming more mature. According to the details cited, the preferred shares are expected to pay a cumulative variable weekly dividend and would come with liquidation preference and redemption rights, but no voting rights. The issuance still requires approval from shareholders and the UK Financial Conduct Authority, or FCA. The update was reported by BlockBeats on Sept. 14.
