Cardano’s Nov. 1 CIP roundup covers regulated stablecoins and quantum-resistant signatures

Cardano outlined two new proposals in its Nov. 1 Cardano Improvement Proposal, or CIP, summary, with one focused on regulated stablecoins and the other on quantum-resistant signatures. According to the update cited by Crypto.news, the stablecoin draft is designed to set common compliance requirements for wallet providers so they can support multiple programmable tokens. A separate proposal, CIP-0206, would add two quantum-resistant signature verification functions to the Plutus smart contract platform. Those functions are based on algorithms standardized by the U.S. National Institute of Standards and Technology, or NIST. The summary points to compliance tooling on one side and cryptographic upgrades on the other, both within Cardano’s proposal pipeline released on Nov. 1.

Cardano activates Van Rossem hard fork in its first fully on-chain governance upgrade

Cardano activated the Van Rossem hard fork at 21:44:51 UTC on July 18, 2026, moving the network to protocol version 11 without reported downtime, according to Odaily. The change falls within the Conway ledger era and is designed to reduce Plutus smart contract execution costs, improve ledger security, and add new cryptographic tools. The upgrade packages five Cardano Improvement Proposals covering BLS12-381 multi-scalar multiplication, on-chain array types, optimized multi-asset value handling, faster list operations, and built-in modular exponentiation. It also changes staking pool requirements by barring pools from reusing the same verifiable random function key across the network, with each pool required to hold a unique key tied to its identity. The proposal advanced through Cardano’s on-chain governance process from submission to activation. Delegate representatives approved it with 77.63% support, stake pool operators backed it by 52.7%, and the Constitutional Committee vote was 6-0-0-1. Odaily also said wallets holding between 100,000 and 100 million ADA have risen to their highest combined balance since 2023 and now control more than a quarter of circulating ADA supply. Cardano’s next step is Ouroboros Leios, with a plan to target more than 1,000 transactions per second during testing in 2026.

Cardano activates Van Rossem hard fork and upgrades protocol to version 11

Cardano has activated the Van Rossem hard fork and moved its protocol to version 11, according to Techub News, citing Wu Blockchain. The upgrade was approved entirely through on-chain governance voting, making the governance process itself a central part of the development. It adds new Plutus features and adjusts the cost model to reduce smart contract execution costs. The update also lays technical groundwork for the Dijkstra era and improves smart contract execution efficiency. The report said the hard fork marks another step in Cardano’s move toward a more decentralized governance model.

Cardano hands core development to outside firms as ADA rises before Van Rossem fork

Input Output said Friday it will begin transferring control of key Cardano infrastructure to outside specialist firms starting in August, covering the Haskell node, the Plutus smart contract platform, the Daedalus wallet, and Hydra scaling technology. The transition is set to run through 2027 and will include at least three independent node implementations in Haskell, Rust, and Go under the oversight of community bodies Intersect and Pragma. Firms named in the handover include Se7en Labs, which has a Solana infrastructure background, and Teragone, the cryptographic research team leading Mithril development. Charles Hoskinson described the move as the final push of Cardano’s Voltaire era. Separately, the Van Rossem hard fork is scheduled to go live on mainnet on July 18 at 21:44 UTC after winning 77.63% approval on July 13. ADA was up about 2% on the day near $0.165, with a market capitalization of about $6 billion and roughly $193 million in futures open interest.

Input Output to hand control of key Cardano components to outside teams starting in August

Input Output, the development company behind Cardano, said it will begin transferring control of several key blockchain components to external specialist teams starting in August. The handover covers the Haskell node, the Plutus platform, the Daedalus wallet and other critical parts of the network, and is part of a decentralization plan that has been underway for years. Independent companies including Se7en Labs and Teragone will take responsibility for parts of the core infrastructure. Cardano will also keep at least three implementation versions maintained in Haskell, Rust and Go, with community oversight and formal specification governance. The report comes as Cardano faces weaker network activity and a sharp decline in the price of ADA. Founder Charles Hoskinson described the restructuring, along with broader setbacks in the ecosystem, as necessary "growing pains" on the way to full decentralization.

Cardano to hand core software control to external teams starting in August

Cardano developer Input Output plans to transfer control of several key software components to outside specialist teams starting in August, according to an Odaily report. The handover will cover the Haskell node, the Plutus platform and the Daedalus wallet, and is being framed as part of a decentralization effort that has been underway for years. The report said independent firms including nSe7en Labs and Teragone will take over parts of Cardano’s core infrastructure. At least three Cardano implementation versions will continue to be maintained in Haskell, Rust and Go, with community oversight and formal specification management. Cardano is currently dealing with weak network activity and a sharp drop in the price of ADA. Founder Charles Hoskinson described the restructuring, along with broader setbacks in the ecosystem, as necessary “growing pains” on the path toward full decentralization.

Cardano to add native BLS12-381 support in Protocol Version 11

The Cardano Foundation said Plutus smart contracts now have native support for BLS12-381 elliptic-curve cryptography, a change aimed at lowering the cost of verifying large numbers of signatures on-chain. According to the announcement, the feature allows thousands of signatures to be verified at low cost without relying on off-chain services. The mechanism uses signature aggregation to compress multisignature approvals into a single proof, keeping on-chain verification costs constant. The functionality is scheduled to go live with Protocol Version 11, which is planned for release in May 2026. The foundation said the upgrade is intended for use cases including multisig custody and cross-chain bridges. CryptoBriefing was cited in the original report.
