Bitcoin Holds Above $63,500 as Ether Slips to $1,879, Fear Index Rises to 29

Bitcoin stayed under pressure on Aug. 13, trading in a narrow range between $63,310 and $64,500 before settling at $63,537, down 0.33% over 24 hours. Ether also moved lower to $1,879, off 0.16%. The move came even as U.S. inflation data showed some cooling: July CPI rose 3.4% year over year, matching market expectations and reinforcing the view that the Federal Reserve may leave rates unchanged in September. Equities reacted more positively. Earnings beats from AI-linked companies CoreWeave and Super Micro Computer helped lift the Nasdaq 0.54%, while the S&P 500 added 0.24% and the Dow Jones Industrial Average slipped by 22 points. Crypto, however, did not follow stocks higher and continued to trade without a clear direction. Liquidations across the crypto market reached $176 million in the past 24 hours, with $82.43 million from longs and $93.87 million from shorts, affecting 81,070 traders. The largest single liquidation was a $3.22 million ETH perpetual position on Binance. Alternative.me’s Fear and Greed Index rose from 27 to 29, but remained in the fear zone, reflecting only a mild improvement in sentiment.

ESMA Adds Slovenia's Dinaro to MiCA Register as First EMT Issuer From the Country

The European Securities and Markets Authority (ESMA) refreshed its MiCA register on Wednesday, adding Dinaro, a Slovenian e-money institution, to the list of electronic money token (EMT) issuers — the first time a Slovenian firm has entered that register, according to Cointelegraph. Dinaro is supervised by the Bank of Slovenia and offers payment services spanning card issuance and acquiring; it also holds principal membership with Mastercard, which enables direct card issuing on the network. The update brings the total number of registered EMT issuers to 43, while the asset-referenced token (ART) list remains empty. ESMA's register of non-compliant entities is unchanged at 167. In the crypto-asset service provider (CASP) category, the regulator added two institutions in this cycle: Czech bank Partners Banka and Germany's Volksbank Beilstein-Ilsfeld-Abstatt. CASP registrations now stand at 325. Czech firm Altlift, which had been included in early July, has been removed from the roster.

Dinaro Becomes First Slovenian Issuer on MiCA EMT Register

Dinaro, an electronic money institution supervised by the Bank of Slovenia, has become the first Slovenian issuer to be entered on the register of electronic money token (EMT) issuers under the EU's Markets in Crypto-Assets Regulation (MiCA), according to Cointelegraph. The latest update to the European Securities and Markets Authority (ESMA) register also brought two new crypto-asset service providers (CASPs): Czech lender Partners Banka and Germany's Volksbank Beilstein-Ilsfeld-Abstatt. The total number of CASPs on the register now stands at 325. Dinaro's website said the company offers card issuance and acquiring services and holds Mastercard principal membership. In a separate change, Czech company Altlift has been removed from the CASP register. Altlift first entered the register in early July, when it was authorized to execute and transmit client orders and provide crypto-asset advice. With Dinaro added, the EMT register now contains 43 entries. The asset-referenced token (ART) register remains empty, while the list of non-compliant entities stays at 167.

Tiger Research Says Asia’s Regulatory Gap Is Pushing Prediction Market Activity Offshore

Tiger Research argues that Asia’s prediction market problem is not cultural resistance but a missing legal framework. In its report, the firm says Western jurisdictions have found ways to fit prediction markets into existing systems, either through derivatives law in the United States or gambling licenses in the United Kingdom, while much of Asia has done neither. The result, according to the report, is that substantial trading activity continues on offshore platforms without tax collection, consumer safeguards, or formal market oversight. The report walks through the main regulatory paths now visible globally. In the US, prediction contracts were absorbed through commodity and derivatives law, with the Commodity Futures Trading Commission becoming the central regulator. In the UK, regulators treated these platforms as betting intermediaries under the Gambling Act 2005. Continental Europe, by contrast, has largely closed both doors through binary options restrictions and strict national gambling laws, though Gibraltar has created a separate regime and the European Union has opened a review process under MiCA. Tiger Research says Asia faces a structural problem on both sides of the classification debate: state-controlled gambling monopolies leave little room for private innovation, and closed definitions in financial law make it hard to classify event contracts as derivatives. The report says that without regulatory adaptation, trading will not disappear but will stay offshore, leaving governments to forgo tax revenue while still bearing enforcement costs.

CySEC to Inspect Crypto Asset Service Providers in 2026-2027, Focus on Private Key Security

The Cyprus Securities and Exchange Commission (CySEC) has announced plans to conduct both on-site inspections and off-site reviews of authorized crypto asset service providers, with the checks scheduled across the second half of 2026 and the first half of 2027. Institutions selected for sampling will include those providing digital asset custody services. The effort is part of the 2026 common supervisory action coordinated by the European Securities and Markets Authority (ESMA). According to CySEC, the inspections will assess institutional governance and control frameworks, key and storage management, private key security, wallet storage and access controls. The scope also covers trading controls, monitoring and incident response, smart contract security and third-party risk management. CySEC noted that the relevant standards are mandatory, and that each institution's compliance readiness will be used as a basis for determining which entities are selected for subsequent inspections. Specific institutions and the total number of service providers to be examined have not been disclosed.

Tiger Research says Asia’s regulatory gap is pushing prediction market activity offshore

Tiger Research argues that Asia has not suppressed prediction markets by leaving them unregulated. Instead, activity has migrated to offshore platforms, where governments lose tax revenue and users lack clear consumer protections. In the report, the firm contrasts Western regulatory paths with Asia’s structural constraints, saying the key issue is not cultural resistance to prediction markets but the absence of a legal framework that can classify them. The report says the U.S. found a path through derivatives law, with event contracts fitting into the Commodity Exchange Act and oversight centered at the Commodity Futures Trading Commission. The U.K. took a different route, treating prediction markets as a form of betting under the Gambling Act 2005 and requiring a betting intermediary license. Continental Europe, by contrast, has built a two-layer barrier through financial rules under MiFID II and national gambling laws, though Gibraltar created a separate regime in July 2026 and the European Commission has put the issue into its MiCA review process. For Asia, Tiger Research points to two obstacles: state-controlled gambling licensing systems and financial product definitions that rely on closed lists of eligible underlying assets. The report says more than $52 million in liquidity tied to South Korea’s June 2026 local elections has already flowed into related prediction markets, showing demand exists even without domestic rules. It outlines three policy routes for Asian regulators: fold the sector into gambling regulation, treat it as a derivatives product, or create a standalone third category.

Bitcoin Macro Bottom Likely Formed as Multiple Monthly Indicators Flash Bullish Signals

Analyst Ai said on X that Bitcoin's monthly chart is showing a cluster of bullish signals, and a macro cycle bottom may have formed. The TD Sequential indicator triggered a buy signal on the monthly time frame last month, the same setup that caught the 2022 bear market bottom. Bitcoin's price is also trading near the 50-month simple moving average, a level that historically has acted as major support and lined up with previous cycle bottoms. The Chande Momentum Oscillator has dropped to around -71, a zone that last appeared in June, when Bitcoin briefly fell toward $57,000. Extremely low CMO readings have historically tended to overlap with market bottom zones. Short term, Bitcoin may oscillate between $60,000 and $67,000. But the confluence of the TD Sequential buy signal, long-term moving average support, and oversold momentum suggests the long-term bottom could already be in. Market attention now turns to whether price can break above the range and confirm a fresh uptrend.

Stripe's Bridge Enters EU MiCA Register After Luxembourg Approval

Stripe’s stablecoin infrastructure company Bridge has entered the European Union’s MiCA register through its Luxembourg entity, Bridge Building, after receiving local regulatory approval. The latest ESMA update shows that the number of MiCA-authorized electronic money token (EMT) issuers in the EU register has risen to 42. Bridge said on July 2 that it had obtained a CASP authorization and an EMI license from Luxembourg’s financial regulator. Product lead Mai Leduc Blount said the approval allows EU businesses to build stablecoin and payments products within a regulated framework. The same ESMA update also added three German CASP entries, lifting the total number of authorized CASPs in the EU register to 324. ART authorization was unchanged, and no ART issuer is listed.
