Markup timing still depends on unresolved provisions

According to Crypto in America, Senate Banking Committee Chair Tim Scott is expected to open the summit on Tuesday with a fireside chat. Attendees plan to ask about the timing of the next markup. That step, though, cannot move forward until lawmakers settle several key provisions. Stablecoin yield rules remain at the center of that debate.

Industry groups and banking representatives have been negotiating for weeks in an effort to narrow differences before any formal legislative action is scheduled. The talks are continuing behind closed doors. For now, no final language has been locked in.

Current proposals draw a line around idle-balance yield

Digital Chamber CEO Cody Carbone said discussions on stablecoin yield are making progress and that both sides are getting closer to an agreement. The proposals under discussion would ban yield on idle balances while still allowing transaction-based rewards. That distinction has become a key point in the negotiations.

Carbone told Crypto in America that a resolution could emerge within a week. Even so, several stakeholders are still involved in shaping the final text, and lawmakers continue reviewing the details before advancing the bill. The dispute shows how hard it is to reconcile the priorities of the banking sector and the crypto industry in one legislative framework.

Tillis and Alsobrooks remain active in the debate

Senators Thom Tillis and Angela Alsobrooks are playing central roles in the talks. Both have raised concerns about deposit outflows from traditional banks, especially whether high-yield crypto products could pull funds away from savings accounts. That concern has kept them engaged with stakeholders as the bill is refined.

A spokesperson for Tillis confirmed that discussions aimed at reaching a compromise are still underway, though Tillis will not attend the summit this week. Alsobrooks, by contrast, is scheduled to speak on Wednesday and is expected to address the latest efforts to resolve the yield question. With those issues now tied closely to the summit agenda, the Clarity Act has become a focal point in Washington’s crypto policy debate this week.
