Two Firms Win Licenses After Heated Competition
Hong Kong’s Monetary Authority (HKMA) today announced the first batch of stablecoin issuer licenses, with only two companies emerging from a pool of 36 applicants: HSBC and Anchorpoint Financial, a joint venture spearheaded by Standard Chartered. The licenses take immediate effect, and the holders are expected to begin stablecoin issuance in the coming months after completing preparatory work.
Regulatory Milestone: Fostering an Orderly Ecosystem
HKMA Chief Executive Eddie Yue called the licensing a significant milestone for Hong Kong’s digital asset development. He stated that the regulatory framework provides an orderly operating environment, allowing stablecoin issuers to innovate while safeguarding user interests and managing risks, thereby ensuring healthy and sustainable growth of Hong Kong’s stablecoin ecosystem. Market speculation had earlier suggested that the licensing process would favor banks due to their stringent supervision and strong capital bases, offering greater security for widespread adoption.
Anchorpoint Financial: A Tripartite Venture Bridging Web3 and Traditional Finance
Anchorpoint Financial is a joint venture between Standard Chartered Hong Kong, Hong Kong Telecom, and Web3 firm Animoca Brands. Its core business model focuses on issuing and promoting regulated stablecoins. Since July 2024, the three partners have participated in the stablecoin issuer sandbox launched by the HKMA, exploring how stablecoins can combine Web3 with traditional finance to play a pivotal role in financial and payment markets, thereby strengthening Hong Kong’s position as a global digital asset hub.
