The full implementation of the EU Markets in Crypto-Assets Regulation (MiCA) has triggered a regulatory shakeout. Binance announced that from July 1, 2026, it will suspend all services in the European Union, retaining only user withdrawal functionality, because it failed to secure a MiCA license. Although Binance has significantly increased its compliance investment in recent years, past regulatory violations in areas such as anti-money laundering and user protection led EU regulators to withhold approval.
In parallel, OKX, Coinbase, and other platforms that have already obtained MiCA licenses swiftly launched migration incentive programs to attract Binance’s EU users and liquidity. This event not only accelerates the transition of Europe’s crypto market from ‘gray compliance’ to unified regulation but also signals that compliance capability will become the core competitive barrier for exchanges in the next phase.
