Starting in epoch 1033, the per-byte parameter used to calculate the minimum balance required for rent exemption was reduced from 6,333 lamports to 5,080 lamports. According to Anza, that brings the cumulative reduction to about 27% from the initial level and lowers the amount of SOL needed to keep accounts rent exempt. Anza also outlined how excess SOL can be reclaimed: users with the required authority can use the WithdrawExcessLamports instruction to withdraw SOL above the rent-exempt minimum from token accounts, token mint accounts and similar accounts, without closing those accounts or affecting token balances. There is no fixed launch schedule for the remaining phases.
