The U.S. government could formally announce a Strategic Bitcoin Reserve in the coming weeks, according to Patrick Witt, executive director of the President's Council of Advisors for Digital Assets. Speaking at CoinDesk's Consensus Miami conference, Witt said the initiative is designed to consolidate and securely manage bitcoin and other digital assets already held by the U.S. government.

Custody and security come first

Witt said the effort follows an executive order from President Donald Trump and is being shaped by concerns over how government-held digital assets have been stored. Reports of inadequate custody practices, along with a recent exploit involving the U.S. Marshals Service, reinforced the need for a stronger asset management framework. Before officials disclose the reserve's size or operational structure, he said, the priority is to ensure those holdings are properly safeguarded.

That framing suggests the reserve is not simply a political signal. It is also an attempt to create a more formal federal system for custody, control, and governance of digital assets, replacing fragmented or ad hoc management practices that have drawn scrutiny.

Seized assets will not flow in automatically

Witt also clarified that newly seized digital assets will not automatically be added to the Strategic Bitcoin Reserve. Those assets must first move through the required legal process before they can be considered for any final disposition. This indicates the reserve will operate within existing judicial and forfeiture rules rather than bypass them for immediate expansion.

As a result, the eventual size and composition of the reserve remain unclear for now. The government appears focused first on building a compliant and secure framework, instead of rushing to publish headline numbers.

Congressional backing may shape the next phase

Beyond executive action, Witt said legislative support is expected, with related bills currently pending in Congress. If lawmakers provide explicit backing, the reserve's legal foundation, oversight model, and procedures for handling digital assets could become much more defined.

For the market, attention is likely to center on the timing of the announcement, the custody architecture, the scope of assets included, and the progress of legislation tied to the reserve.
