China’s central bank and regulators outline continued support tools for capital markets

The People’s Bank of China, the National Financial Regulatory Administration, and the China Securities Regulatory Commission held a meeting on two policy tools designed to support the capital market. According to the meeting statement, the three authorities said they will keep policy support in place to help maintain market stability and improve market resilience and confidence. They also said policy elements and implementation details will be refined so financial institutions can make fuller use of the tools already in place. The meeting said swap facility operations for securities firms, fund companies, and insurance companies will be launched at an appropriate time. Authorities also plan to expand the number of participating institutions, lower swap fees where appropriate, and optimize collateral and operational arrangements. In addition, the stock buyback and shareholding increase relending program will shift from a temporary arrangement to a long-term institutional framework. The relending rate under that program will be cut from 1.25% to 1%, while financial institutions will continue to follow market-based pricing principles, add a reasonable spread on top of the relending rate, and increase loan issuance.

Binance Wallet upgrades Agentic Wallet security, restricts QR-code logins on high-risk sites

Binance Wallet said it has completed a new round of security upgrades for Agentic Wallet, adding tighter controls around QR-code logins to third-party websites flagged as high risk under its real-time risk management rules. For certain sites that trigger those rules, the platform will force users to log out. Binance Wallet also said it will conduct regular security scans. The update comes after some users recently reported failed QR-code logins. In its notice, Binance Wallet urged users not to scan QR codes from unofficial platforms when logging in to Agentic Wallet. It said users should only use trusted agents, specifically naming Binance AI Pro, Claude, Codex, and Grok. The company framed the changes as a measure to protect user assets.

Two straight October losses put Bitcoin’s ‘Uptober’ pattern under fresh scrutiny

Bitcoin fell 7.3% in October 2026 after a roughly 4% decline in October 2025, challenging the long-held market narrative that October is usually one of the asset’s strongest months. In a report cited by Cointelegraph, analysts said the shift may reflect more than a simple break in seasonality. Kaiko researcher Andrew Yang noted that October has historically posted Bitcoin’s highest median return, at 15.4%, with gains in 10 of 13 years through 2025, but he also said monthly volatility has narrowed sharply, reducing the room for outsized seasonal rallies. Yang added that Bitcoin has risen every September since 2023, suggesting traders may be positioning earlier for an expected October move. Other researchers pointed to institutional flows and macro conditions as increasingly important drivers. Arctic Digital’s Justin d’Anethan said ETF flows and corporate Bitcoin buying are shaped more by liquidity, interest rates and investment mandates than by seasonal trading narratives. Cointelegraph also noted that US spot Bitcoin ETFs saw $515 million in net outflows in October, while spot Ether ETFs posted a record $1.61 billion in monthly withdrawals. Even so, analysts including CryptoQuant’s Julio Moreno and XYO co-founder Markus Levin said two weak Octobers are not enough to dismiss the “Uptober” pattern outright.

HashKey Group joins HKMA’s EnsembleTX as an industry pioneer

HashKey Group said it has joined the Hong Kong Monetary Authority’s EnsembleTX project as one of the industry pioneers, adding another participant to the regulator’s tokenization trial framework. The company said it will combine its businesses in digital asset trading, asset management, asset tokenization, and on-chain infrastructure to test how tokenized deposits can be used in real financial workflows. According to the announcement, the group will examine use cases including fund transfers and settlement for digital asset trading, subscription and redemption of investment products, and corporate treasury management. HashKey also said its existing network linking banks, asset issuers, and investors could support tests involving cross-border fund allocation between affiliated trading venues, settlement for tokenized financial products, and treasury operations. The company noted that the HKMA launched the Project Ensemble sandbox in August 2024 and introduced EnsembleTX in November 2025, moving the initiative into a live trial stage. In its initial phase, EnsembleTX focuses on the use of tokenized deposits in tokenized money market fund transactions and on immediate liquidity and treasury management. The framework is also expected to support 24/7 interbank settlement of tokenized deposit transactions using tokenized central bank money, or CeBM, in a later stage.
