Ethereum’s next major upgrade, Hegotá, now has two clear top-priority items after the Ethereum Foundation’s Protocol team reviewed 62 candidate Ethereum Improvement Proposals with roughly 60 researchers and engineers. The winners were FOCIL (EIP-7805), aimed at strengthening censorship resistance at the consensus layer, and Frame Transactions (EIP-8141), which would bring native account abstraction to the execution layer. FOCIL is designed to reduce the power of any single block builder by letting a selected group of validators create inclusion lists of valid mempool transactions that builders or proposers are expected to include. Frame Transactions would split validation, gas payment and execution into programmable components, opening the door for third-party paymasters to cover gas and for users to transact without holding ETH in advance. The Ethereum Foundation also attached a concrete post-quantum target to its roadmap for the first time, setting December 2029 as the point by which Ethereum L1 should become quantum-resistant across the execution, consensus and data layers. Hegotá is not being framed as the post-quantum hard fork itself, but as the first crucial milestone that determines whether the wider roadmap can arrive on schedule.

The G7’s cybersecurity working group is calling on governments and businesses to start preparing now for quantum-enabled cyberattacks, warning that the shift to post-quantum cryptography could take years and that sensitive data may already be exposed to future decryption risks. In a new report, the group said quantum computing poses both security and economic risks to public and private organizations, extending well beyond operators of critical infrastructure. The report does not mention cryptocurrency directly, but the same public-key cryptography underpins blockchain wallets and transaction authorization. That link has kept the issue on the radar for major crypto ecosystems. Bitcoin developers are weighing proposals such as BIP-360, though any major change would require broad agreement across developers, miners, businesses, and users. Ethereum researchers are studying replacements for several cryptographic components, including a proposal to rebuild the deposit contract to handle larger post-quantum keys. Researchers have also said Solana may face a simpler migration path because it uses EdDSA signatures, and the Solana Foundation has already tested post-quantum signatures on a test network while introducing an optional hash-based vault.

Circle has warned that the quantum resources needed to break mainstream blockchain signature schemes are falling, citing a low-resource record of 813 logical qubits. But the core issue for USDC is not Circle’s own systems alone. According to the company’s current contract documentation, USDC is deployed across 37 mainnets, which means any credible post-quantum migration would also depend on host chains, wallets, custodians, bridges, and end users adopting safer authorization methods. The report argues that the 813-qubit figure is a reference point, not a countdown clock. It reflects improving circuit efficiency, yet does not by itself describe attack depth, error-correction costs, runtime on physical hardware, or when such hardware might exist. It also challenges Circle’s comparison between attack-oriented logical qubits and Google’s Willow, which was described by Google as a 105-qubit processor rather than 105 logical qubits usable for cryptographic attacks. Circle’s Arc stack may help test post-quantum verification, including an SLH-DSA-SHA2-128s precompile, but it does not automatically replace transaction signing across public networks. The article’s conclusion is that USDC’s quantum security will require coordinated changes across 37 independent network paths, not a unilateral switch by the issuer.

After upgrades such as Dencun, Pectra and Fusaka pushed down rollup data costs, improved validator efficiency and prepared the network for higher data throughput, the next set of problems sits closer to actual usage: fragmented liquidity across multiple Layer 2 networks, long confirmation delays for bridges and exchanges, concentration in block building, weak censorship resistance, and a wallet model that remains difficult for mainstream users. The piece says Glamsterdam is still heavily performance-focused, highlighting ePBS under EIP-7732 and Block-level Access Lists, or BAL, under EIP-7928. But it also points to Fast Confirmation Rule, or FCR, as a mechanism that could give bridges, wallets and cross-chain infrastructure a strong confirmation signal in roughly 15 to 30 seconds under normal network synchronization, compared with around 13 minutes for full finality. Looking further out to Hegotá, the article places FOCIL, EIP-7805, at the center of Ethereum’s censorship-resistance push by forcing builders to include transactions listed by randomly selected validators. It also describes native account abstraction through EIP-8141, or Frame Transactions, as a deeper overhaul of Ethereum’s long-standing externally owned account model, with support for flexible authentication, native gas sponsorship and atomic batched execution.

Suiyuan Technology Opens Subscription for $6.1 Billion-Value GPU IPO

Chinese GPU developer Suiyuan Technology opened subscription for its STAR Market offering on Sept. 2 at 142.18 yuan per share, implying a market capitalization of about 61.2 billion yuan. With 500 shares in a standard lot, a successful retail applicant would need to pay roughly 71,100 yuan. The offering drew 337 institutional investors and 11,805 placement accounts during preliminary price inquiries. After invalid bids and the highest quotes were removed, the proposed off-exchange subscription volume reached 72.959 billion shares, or 2,648.93 times the initial allocation size. Xiaomi, GigaDevice, Fullhan Microelectronics, ZTE and the National Social Security Fund appeared on the strategic placement list. Tencent is central to the offering. Tencent Technology directly held about 19.95% of Suiyuan before the offering, while Tencent-related entities held 20.26% and formed the largest institutional shareholder group. Tencent accounted for 83.79% of Suiyuan’s revenue in 2025. Revenue rose from 301 million yuan in 2023 to 990 million yuan in 2025, and first-half 2026 revenue reached 1.12 billion yuan. Suiyuan expects basic break-even in 2026 and profitability no later than 2027, while acknowledging its continued dependence on Tencent and the limited scale of its L600 mass production.

EU classifies ChatGPT, Reddit and Roblox under DSA rules for very large platforms

The European Commission has classified OpenAI’s ChatGPT as a "Very Large Online Search Engine" and designated Reddit and Roblox as "Very Large Online Platforms," according to Bloomberg. The EU said the services crossed the threshold of 45 million monthly active users in the region, bringing them under stricter obligations set by the Digital Services Act, or DSA. Under those rules, the platforms must step up how they handle illegal and harmful content, file transparency reports, submit risk mitigation plans, and pay an annual supervisory fee to the EU. The law also requires stronger protections for minors and more transparency around advertising practices. Bloomberg added that violations can lead to fines of as much as 6% of a company’s global annual revenue. EU regulators have already opened more than a dozen investigations into online platforms under the DSA.
