The controversy surrounding BIP-110 and the related BIP-444 framework has evolved far beyond a narrow argument over Ordinals inscriptions. It now represents a deeper confrontation over what Bitcoin is supposed to be: a neutral, permissionless data protocol or a more curated financial ledger shaped by subjective judgments about valid use.
The proposals have triggered a philosophical, economic, and technical debate across the Bitcoin community. Supporters present them as practical efforts to remove “junk data” from the blockchain and free up scarce block space for monetary transactions. Critics argue that such proposals would set a dangerous precedent by allowing developers or governance participants to decide which forms of transaction demand are legitimate and which should be excluded at the protocol level.
A Dispute Over Block Space — and Bitcoin’s Identity
BIP-110, introduced in late 2025 by pseudonymous developer Dathon Ohm and supported by figures including Luke Dashjr, is commonly discussed alongside the broader BIP-444 framework. The proposal is described as a temporary soft fork aimed at reducing or purging non-monetary data from the chain, with Ordinals inscriptions as a primary target.
Supporters argue that Bitcoin’s limited block space should be used primarily for financial transactions. From that perspective, filtering out non-monetary usage could lower costs for ordinary users and reduce pressure on the network. In their view, block space is too valuable to be consumed by inscriptions and other forms of data storage that are not directly tied to payments.
Opponents reject that framing. They argue that once a protocol begins distinguishing between “acceptable” and “unacceptable” transactions based on content or perceived utility, Bitcoin loses the neutrality that underpins its credibility as a permissionless global network. The concern is not only about Ordinals themselves, but about the precedent. If JPEG-like data can be filtered today, critics say, other transaction types could be targeted tomorrow under similarly subjective logic.
This is why many industry voices see the issue as fundamentally ideological. At the consensus layer, all transactions are data. Drawing a normative line between payments and storage, or between “useful” and “wasteful” demand, introduces discretionary gatekeeping into a system designed to operate through deterministic rules rather than social preferences. For critics, that shift would weaken one of Bitcoin’s defining strengths: credible neutrality.
The Economic Contradiction: Fees, Miners, and Long-Term Security
Beyond the philosophical disagreement lies a major economic concern. Critics of BIP-110 argue that restricting demand for block space could undermine Bitcoin’s long-term security model. According to the source material, Ordinals and Runes have generated more than $500 million in miner fees, a figure often cited to show that non-traditional uses of Bitcoin can materially contribute to the network’s security budget.
This matters because the block subsidy is shrinking over time. Bitcoin’s current block reward stands at 3.125 BTC, and it is scheduled to halve again in 2028. As issuance continues to decline on the path toward zero by 2140, transaction fees are expected to play an increasingly central role in compensating miners. Any policy or protocol change that intentionally suppresses demand for block space therefore raises a serious question: is the network weakening one of the very revenue streams it will need in the future?
Samuel Patt, co-founder of OP_NET, described this as a major irony in the current debate. In his view, those claiming to protect Bitcoin may actually be starving it of fee income needed for long-term resilience. Patt argued that Bitcoin needs active competition for block space and that a robust fee market is not a flaw in the system, but an essential part of its design. He further suggested that use cases such as decentralized finance and stablecoin infrastructure should be allowed to compete for inclusion naturally through market demand, rather than being screened out by protocol-level restrictions.
That argument reframes congestion from a problem into a market signal. Rather than moderating demand, critics say Bitcoin should scale through engineering, including Layer 2 solutions, and let market participants decide what block space is worth. From this perspective, the right response to growing usage is technological innovation, not content policing.
Security Concerns: Content Filtering as a New Attack Surface
The technical critique may be the most severe. Nima Beni, founder of Bitlease, warned that content-triggered filtering would not reduce Bitcoin’s attack surface; it would create one. The logic is straightforward: if the network establishes that specific forms of data can trigger a mandatory protocol response or justify a soft fork, then adversaries gain a blueprint for disruption.
Beni argued that the economics are highly asymmetric. Writing controversial or problematic data to the chain may cost very little, but if that action is capable of provoking chain reorganization, governance conflict, or a miner-node coordination crisis, the broader cost to the ecosystem becomes enormous. In other words, protocol rules that react to content may make Bitcoin easier to destabilize, not harder.
For this reason, Beni tied censorship resistance directly to network security. In his view, Bitcoin’s resistance to content-based discrimination is not merely a political ideal. It is a core part of why algorithmic consensus remains trustworthy. If validation rules become content-aware or value-laden, the network may invite manipulation from actors seeking to exploit those subjective decision points.
This criticism goes to the heart of Bitcoin’s design philosophy. A content-agnostic validation system is simpler, more objective, and harder to weaponize. By contrast, any framework that evaluates what kind of data “should” be on-chain could introduce ambiguity, strategic behavior, and repeated governance disputes.
BIP-444’s Language Raises Governance Alarms
Concerns intensified further because the draft of BIP-444 reportedly includes language warning that rejecting the fork “may subject you to legal or moral consequences.” That clause has drawn substantial scrutiny because it pushes the debate beyond engineering and into the realm of pressure and coercion.
Iva Wisher, CEO at MIDL, argued that threatening legal consequences for refusing to adopt a fork fundamentally misunderstands how Bitcoin governance works. In her view, protocol changes should be adopted through technical merit and broad community consensus, not through intimidation or liability framing. Beni echoed that criticism, describing such language as a form of coercive governance and arguing that proposals containing liability clauses may reveal weakness rather than strength. If a proposal cannot win support on its technical merits, he suggested, legalistic language does not improve the case — it exposes its fragility.
That aspect of the debate matters because Bitcoin governance has always been informal, messy, and consensus-driven. Attempts to frame disagreement in legal or moral terms risk changing not only the tone of the discussion, but the norms of protocol decision-making itself. For many critics, this is another sign that the current dispute is not merely about spam mitigation or block efficiency; it is about the boundaries of legitimate influence over Bitcoin’s base layer.
More Than an Ordinals Fight

It is a referendum on Bitcoin’s neutrality, its censorship resistance, the future of its fee market, and the standards by which protocol changes should be evaluated. The controversy pits one vision of Bitcoin as a narrowly optimized payments ledger against another that treats the chain as a neutral settlement layer where demand competes openly, regardless of ideology.
The outcome of this debate could shape how Bitcoin responds to future scaling pressures, emerging use cases, and governance disputes. If content-based filtering gains acceptance, critics fear it could legitimize a more interventionist approach to consensus. If it is rejected, Bitcoin may reaffirm a more absolutist commitment to permissionless access, even at the cost of persistent arguments over congestion and block space allocation.
In that sense, the struggle over Ordinals is really a struggle over whether Bitcoin remains credibly neutral in the face of growing demand — or whether it begins to privilege some uses over others through protocol design.
